Description of the Requirement:
Department of Indian Affairs and Northern Development of the following professional services: Category 3.2 Project Manager – Senior for Information Management/Information Technology and Communication Strategy project for the Settlement Agreement Branch Resolution and Individual Affairs Sector.
The Contractor shall provide advice and services, including but not limited to:
- Analysis of operational impacts arising out of Supreme Court’s decision on IAP documents and related decisions;
- Prepare an environmental scan of previous comparable approaches (e.g., long-gun registry, Pre-1986/Post-1990 Hepatitis C Settlement Agreement, and any other that may be relevant);
- Review material submitted to the Settlement Agreement’s Supervising Courts regarding the IAP documents decision, detailing implementation steps, and outlining the impacts of various mechanisms to report on progress;
- Meeting with organizational executives to ensure all necessary aspects are included in the project plan;
- Review existing SAB Information Management/information technology initiatives completed or in progress;
- Identifying information management/information technology requirements and preparing a detailed, prioritized project plan with clearly defined scope, priorities, critical path and proposed Retention Period(s) for various information holdings and associated systems infrastructure;
- Producing draft project plans and sections for incorporation into the final project plan;
- Preparing draft evaluation plans, key success criteria and evaluation schedules;
- Developing, planning, analyzing, evaluating and prioritizing deliverables and requirements;
- Giving briefings on progress and concerns of project;
- Coordinating and preparing documentation in response to scheduled and unscheduled reports, returns and observations to update management on project progress;
- Meeting with stakeholders and other project managers and stating problems in a form capable of being solved;
- Preparing prioritized plans, charts, tables and diagrams to assist in analyzing or displaying problems;
- Formulating and managing project plans by defining deliverables, identifying key milestones, reviewing project progress, and engaging in ongoing risk management;
- Producing overall project plans with clearly outlined prioritized tasks, and obtaining approval of preliminary analysis;
- Ensuring management staff is provided with timely and accurate project information and status updates;
- Developing project control and reporting procedures, and managing changes in the operational plan;
- Incorporating reporting mechanisms that support compliance for future audits of Canada’s implementation of the Supreme Court’s decision on IAP documents, and reporting back to the Settlement Agreement’s Supervising Courts on progress;
- Conducting post project reviews/lessons learned, if applicable;
- Contributing to the organization's strategic and business planning initiatives; non-IAP/ADR information must be managed securely and in compliance with the Agreement of the Transfer of archival records between Aboriginal Affairs and Northern Development Canada (AANDC) and Library and Archives Canada (LAC) signed by Aboriginal Affairs and Northern Development Canada’s Chief Information Officer (CIO) in July 2012 which defines Aboriginal Affairs and Northern Development Canada (AANDC) records Library and Archives Canada (LAC) has deemed to have enduring archival value. The IM/IT strategy will also align all other information (archival, non-archival) that needs to be managed within the Treasury Board of Canada Secretariat (TBS) Directive on Record Keeping, the Treasury Board of Canada Secretariat (TBS) Policy on Information Management, the Treasury Board of Canada Secretariat (TBS) Directive on Information Management Roles and Responsibilities, Aboriginal Affairs and Northern Development Canada’s (AANDC) Information Management Policy, Aboriginal Affairs and Northern Development Canada’s (AANDC) Record Keeping Directive and Aboriginal Affairs and Northern Development Canada’s (AANDC) Electronic Document Management Directive and the Departmental compliance to the Recordkeeping Directive by 2015 to help prioritize information management strategic objectives and key activities.
- Preparing and coordinating a communication strategy for Canada to report to the Settlement Agreement’s Supervising Courts and parties to the Settlement Agreement regarding a) Canada’s implementation of Supreme Court’s decision on IAP documents, and b) Canada’s management of information resources related to the Settlement Agreement.
