Veterans Affairs Canada is seeking to establish a contract with a firm to validate VAC’s forecast costing framework and methodology for quasi-statutory submissions for the 2019-2020 forecast cycle. The firm will also be required to provide recommendations aimed at improving forecast performance, and/or developing a more robust framework and methodology.
The validation is to include:
- Confirmation of the reasonableness of the underlying assumptions in the forecasting methodology;
- Confirmation of the accuracy of the forecast models based on historic levels of accuracy and variance analysis of prior forecast cycle results;
- Review of program forecast models to provide recommendations on improving forecast performance.
The work is to commence upon contract award and is to be completed on or before October 31, 2018 with three (3) one (1) year option periods.
A bid must comply with the requirements of the bid solicitation and meet the technical criteria requirements to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.
This requirement contains a security requirement.
