    This requirement is for the Department of Fisheries and Oceans Canada (DFO).

    TITLE: Requirement for hiring one senior marine engineer to provide expert consulting services to Canadian Coast Guard on vessel inspection and testing services.

    BACKGROUND

    The Integrated Technical Services Directorate of the CCG is responsible for the overall management of CCG physical assets within a Life Cycle Materiel Management (LCMM) Framework. The LCMM Framework ensures that all activities within the life cycle phases, performed by the ITS group, are executed within a rational decision-making process in accordance with approved departmental responsibilities, technical policies, standards and procedures, as well as approved and funded plans in order that ships, systems and equipment are available, reliable and respond to current and future operational requirements at minimum life cycle cost.

    TRAVEL & LIVING EXPENSES

    Travel is expected to five geographic locations. The bid is expected to cover up to ten (10) trips:

    Atlantic

    St. John’s, NL or

    Dartmouth, NS

    Central and Arctic

    Quebec, QC

    Sarina, ON

    Western

    Victoria, BC)

    Each trip is expected duration of one (1) week per visit, to allow for the effective interface with regional stakeholders, technical investigations and/or field testing.

    Travel must be approved by the Project Authority and the Contractors shall be reimbursed for travel expenses in accordance with the National Joint Council’s Directorate: http://www.njc-cnm.gc.ca/directive/d10/v238/s659/en

    The estimated cost of pre-authorized travel and living expenses within a calendar year, if applicable is $40,000. (Note for bid purposes this is not a firm fixed cost and can be adjusted).

    Travel to any Region shall be performed only when authorized by the Director, Marine Engineering or by his/her designated representative.

    Note: Travel time costs must be covered by the company. Travel time will not be billed as overtime.

    SECURITY REQUIREMENTS – Upon Submission at the time of bid closing

    The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer/Supply Arrangement, hold a valid Designated Organization Screening (DOS), issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

    The Contractor/Offeror personnel requiring access to PROTECTED information, assets or sensitive work site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by CISD/PWGSC.

    The Contractor/Offeror MUST NOT remove any PROTECTED information or assets from the identified work site(s), and the Contractor/Offeror must ensure that its personnel are made aware of and comply with this restriction.

    Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC.

    RESOURCE REQUIREMENT

    CCG requires one (1) qualified firm to proposed one Senior Marine Engineer to accomplish the work outlined in this statement of work.

    SCOPE OF WORK

    The contractor will provide expertise, knowledge and services in the field of Marine Engineering. There will be an emphasis on Technical Investigations as they relate to marine accidents and near misses and Technical Quality Assurance as it relates to the maintenance, overhaul and refit of vessels and the specifications of related equipment and services. This will evolve field trips, the review of processes and frameworks and the provision of advice to CCG senior management regarding these areas of expertise.
