Analysis of International Incident Involving Ship-Source HNS Releases

Transport Canada (TC) requires a Contractor to investigate and assess existing ship-source hazardous and noxious substances (HNS) risk assessments in an effort to better understand methodologies and best practices. The Contractor will also undertake the collection and analysis of information and data relating to the occurrence of international incidents, which result in a ship-source HNS release. It is expected that these findings will be applied to a Canadian context.

The Contractor must analyze international information and data to assess the international risk of an event (based on traffic volumes or other applicable metrics) that results in a ship-source release of an HNS, and apply it to a Canadian context. It is expected that data used will not be older than ten (10) years from either Canadian or international sources.
