Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested consultants an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
The Department of National Defence (DND) is seeking an Architectural and Engineering firm for the design of a new National Defence Operational Headquarters (NDOHQ) building(s) in the National Capital Region. The new NDOHQ will integrate command, control, and communications capabilities, along with operational support services.
Description of the Services
Architectural and Engineering services may include, but are not limited to, the following:
- Preparation of Concept
- Design Development
- Preparation of Construction Documents OR of Performance Specifications
- Tender Phase Services
- Construction Phase Services
Security Requirements
Consultants will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET with approved DOCUMENT SAFEGUARDING at the level of SECRET, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Services and Procurement Canada (PSPC).
Sub-consultants will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Services and Procurement Canada (PSPC).
The following security requirement may be required but can only be sought after contract award:
The Consultant MUST NOT utilize its Information Technology systems to electronically process, produce or store any sensitive CLASSIFIED information until CISD/ PSPC has issued written approval. After approval has been granted, these tasks may be performed at the level of SECRET.
Process
Consultants that do not meet the stipulated security requirements and that are interested in submitting a proposal for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Consultants are asked to submit their request prior to June 20, 2018 quoting the following information:
- Contract number 68040; and
- Level of clearance requested to be sponsored for.
