PROJECT TITLE: Aboriginal Consultation Services for the Materiel and Assets Management Directorate’s Real Property Management Action Plan.
SUMMARY:
The Department has a requirement for the professional services of Contractor Resources to provide Aboriginal Consultation Services in support of off-reserve real property initiatives conducted in various provinces and territories across Canada with a large portion of these initiatives occurring in Ontario. The Contractor must propose a team of resources composed of one (1) Senior Facilitator Consultant, one (1) Intermediate Information/Records Management Specialist, and one (1) Junior Project Administrator.
The Request for Standing Offers (RFSO) is to establish National Master Standing Offers for the delivery of the requirement detailed in the RFSO, to the Identified Users across Canada and may include areas subject to the following Comprehensive Land Claims Agreements (CLCAs).

Under RFSO 1000199136 DIAND intends to award one (1) Standing Offer Agreement
Mandatory criteria – Facilitator Consultant - Senior
M1
The Bidder’s proposed resource must have fifteen (15) years of demonstrated experience in planning and executing consultation processes*.
* For the purpose of this Statement of Work, a consultation process encompasses all activities and types of consultation events (e.g., open-houses, workshops, interviews, etc.) that are utilized to engage participation of the stakeholders on a given issue.

The Bidder’s proposed resource must have five (5) years of demonstrated experience in leading Aboriginal consultation processes.
M3
The Bidder’s proposed resource must have demonstrated experience in leading at least one (1) Aboriginal consultation processes involving Government of Canada as a proponent.
M4
The Bidder’s proposed resource must have a College Diploma or University Degree from a recognized post-secondary institution or the equivalent as established by a recognized Canadian academic credentials assessment service.
A copy of the diploma or degree must be submitted with the Proposal.
Mandatory criteria – Information/Records Management Specialist - Intermediate
M1
The Bidder’s proposed Information/Records Management Specialist must have six (6) years of demonstrated experience performing each of the following services:
a. Responsible for the efficient and systematic control of the creation, receipt, maintenance, use and disposition of records, including the processes for capturing and maintaining evidence of and information;
b. Producing professional research reports based on detailed research into federal and other relevant records;
c. Developing, organizing, monitoring, conducting and reporting on sustained archival research projects; and
d. Delivering research and reference services, including searching online systems and the web to find information.

The Bidder’s proposed resource must have demonstrated experience in providing information/records management services to the Government of Canada.
M3
The Bidder’s proposed resource must have a College Diploma or University Degree from a recognized post-secondary institution or the equivalent as established by a recognized Canadian academic credentials assessment service.
A copy of the diploma or degree must be submitted with the Proposal.
Mandatory criteria – Project Administrator - Junior
M1
The Bidder’s proposed Project Administrator must have four (4) years of demonstrated experience performing each of the following services:
a. Researching and locating background information, analyzing, extracting relevant information and writing summaries;
b. Assisting project teams in all management and event planning activities including financial, planning and contracting aspects;
c. Providing administrative and technical support of a clerical nature as required to a project team; and
d. Assisting in the preparation and coordination of documentation in response to scheduled and unscheduled reports, returns and observations to update management of project progress.

The Bidder’s proposed resource must have experience in administering projects involving the Government of Canada.
M3
The Bidder’s proposed resource must have a College Diploma or University Degree from a recognized post-secondary institution or the equivalent as established by a recognized Canadian academic credentials assessment service.
A copy of the diploma or degree must be submitted with the Proposal.
Security: Pursuant to the Government of Canada Security Policy, the nature of the services to be provided under the Standing Offer Agreement requires a Government of Canada Security Clearance.

The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), and the Canadian Free Trade Agreement (CFTA).
