Description: The Royal Canadian Mounted Police (RCMP) K Division Real Property and Asset Management has a requirement for the cleaning, removal, disposal and/or recycling of hazardous waste material from four (4) RCMP Indoor Firearms ranges located in Edmonton, Red Deer, Edson and St. Paul, Alberta
The Request for Proposal (RFP) is distributed to the EW479-162880 Hazardous Waste Disposal Services Supply Arrangement (SA) holders that are qualified for work in Alberta.

The RFP document will be e-mailed directly, from the contracting officer, to the qualified supply arrangement holders who are being invited to bid on this requirement. Bidders are advised that buyandsell.gc.ca is not responsible for the distribution of the solicitation documents.

Delivery Date: The proposed contract period will be during Two (2) – One (1) year periods, with an irrevocable option to extend for up to Two (2) additional – One (1) year periods.
Security: The contractor is required to have all Contractor personnel working on site to be security cleared at the level of Facility Access 2 Clearance (FA-2 Operations Zone Access, Escort Required) for the Removal of Hazardous Waste Materials - Lead Removal Services at RCMP Indoor Ranges, as verified by the Personal Security Unit (PSU) of the Royal Canadian Mounted Police (RCMP).
Evaluation Procedures: Bids will be assessed in accordance with the entire requirement of the bid solicitation including the technical and financial evaluation criteria. An evaluation team composed of representatives of Canada will evaluate the bids.
Optional Site Visits: Bidders are requested to meet at the main entrance at each location, at the time indicated.
1) RCMP Edmonton Headquarters, located at 11140 – 109 Street, Edmonton, AB, Tuesday, June 19, 2018, at 1:00 pm Mountain Daylight Time (MDT).
2) RCMP Red Deer District Office, located at 4300 – 55 Street, Red Deer, AB, Wednesday, June 20, 2018, at 1:00 pm Mountain Daylight Time (MDT).
3) RCMP Edson Detachment, located at 115 – 55 Street, Edson, AB, Tuesday, June 26, 2018, at 1:00 pm Mountain Daylight Time (MDT).
4) RCMP St. Paul District Office, located at 4806 – 55 Street, St. Paul, AB, Wednesday, June 27, 2018, at 1:00 pm Mountain Daylight Time (MDT).
Basis of selection: A bid must comply with all requirements of the bid solicitation, in order to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.
Requirements are in accordance with the Statement of Work in Annex A, as detailed in the Request for Proposal – Bid Solicitation document.
Bid Receiving: Ensure that the Bidder's name, return address, the bid solicitation number, and bid solicitation closing date and time are clearly visible on the envelope or the parcel(s) containing the bid. Tenders must be submitted to the RCMP Bid Receiving Unit, in English or French, to:

Debriefings: Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days from receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.

The Crown retains the right to negotiate with any supplier on any procurement.
