TASK Based Professional Services (TSPS) Requirement

This requirement is for: Employment and Social Development Canada 

This requirement is open only to those Supply Arrangement Holders under E60ZT-16TSPS who qualified under Tier 1 for the following categories:

Project Manager – Senior level;

Project Leader/Executive – Senior level;

Project Planner – Intermediate level;

Quality Assurance/ Management Specialist – Intermediate level;

Risk Management Specialist – Senior level.

Description of the Requirement:

Objective: The intent is to award one (1) contract for the provision of Project Management professional services under Stream 3 of the Task and Solutions Professional Services (TSPS) Supply Arrangement (SA) on an “as and when requested “basis to be used by Employment an Social Development Canada across its branches.

Level of Security Requirement:

Security Requirement for Canadian Supplier: PWGSC File #Common-PS SRCL#19

1. The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer/Supply Arrangement, hold a valid Facility Security Clearance at the level of SECRET, issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
2. The Contractor/Offeror personnel requiring access to PROTECTED/CLASSIFIED information, assets or sensitive work site(s) must EACH hold a valid personnel security screening at the level of RELIABLITY STATUS, CONFIDENTIAL or SECRET as required, granted or approved by CISD/PWGSC.
3. The Contractor/Offeror MUST NOT remove any PROTECTED/CLASSIFIED information from the identified work site(s), and the Contractor/Offeror must ensure that its personnel are made aware of and comply with this restriction.
4. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC.
5. The Contractor/Offeror must comply with the provisions of the:
   1. Security Requirements Check List and security guide (if applicable), attached at Annex C;
   2. Industrial Security Manual (Latest Edition).

Applicable Trade Agreements:

The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), and the Canadian Free Trade Agreement (CFTA).

Proposed period of contract:

The proposed period of contract shall be from date of contract to 24 months inclusive.
