Service Contract for the Technical Support, Program and Maintenance for the Enterprise Buildings Integrator (EBI), Honeywell Building Automation System (BAS) Platform that provides building systems controls for buildings located at the Shirleys Bay Campus
1. Advance Contract Award Notice – (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

3. Definition of Requirements
- The Communications Research Center Canada (CRC) wishes to award a service contract for a period of eight months for program and maintenance services of the current Building Automation System (BAS), located and operating the Shirleys Bay Campus in Ottawa.
- The existing Campus BAS is a proprietary system which provides direct digital control (DDC) monitoring and regulatory capacity in excess of 500 set points for both the mechanical and electrical systems throughout multi- building complexes and facilities. The BAS system is an integral part of both the Enterprise Building Integrator (EBI) and energy management system. This system was recently upgraded to the new “Comfort Point Open” system.
- The original BAS system hardware was supplied and installed by Honeywell International Inc following a competitive process.
4. Criteria for assessment of the Statement of Capabilities
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements. Proof must include specific evidence that clearly shows that the criteria are met.
- The service contract would require a building systems control firm with the capacity to maintain the Enterprise Building Integrator (EBI) system of both the software and hardware. The firm would also have to be able to provide integrated Honeywell compatible hardware in the event of mechanical failures or upgrades.
- The successful firm must be able to utilize the entire existing EBI infrastructure, thus minimizing downtime and unnecessary capital expense.
- The successful firm must be able to maintain the system without the need to replace field end devices and or communication devices.
5. Justification for the Pre-Identified Supplier
- The current BAS system was supplied and installed by Honeywell following a competitive process. It is a proprietary system and in keeping with the warranty requirements, has always been maintained by Honeywell.
- The BAS system is currently under a Service Contract with Honeywell.
- Replacing the current system with another BAS system would be cost prohibitive and have no value added to the Crown or the Canadian Tax Payer because it would entail having to purchase all new hardware which in turn would have to be installed and programed all at additional cost and time. All BAS platforms are proprietary and Honeywell are the supplier of this particular BAS.
6. Government Contracts Regulations Exceptions
The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6 (d) – “only one person is capable of performing the work”.
7. Ownership of Intellectual Property
No intellectual property applies to this contract.
8. Period of the proposed contract or delivery date
The requirements for the service contract is 8 months commencing on the August 1st, 2018.
9. Cost Estimate of the Proposed Contract
The level of effort for this service contract for a period of 8 months is quoted as $88,000.00 plus GST/HST.

11. Suppliers right to submit a statement of capabilities
Building System Control Firms who consider themselves fully qualified and available to provide the services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
