Public Advertisement for an Expression of Interest (EOI)
INVITATION TO SUBMIT AN EXPRESSION OF INTEREST (EOI)
FOR LEASE OFFICE, GARAGE AND FENCED COMPOUND
IN AND AROUND THE CITY OF ST. JOHN’S, NL

Public Works and Government Services Canada (PWGSC) is asking interested parties to provide information for a potential lease of adjoined office, garage, and fenced compound space that meets the following criteria:
Section A: Lease Components
- A lease term of approximately ten (10) years, commencing on or about September 1, 2019.
- Approximately 780.5 usable square metres (um2) of contiguous office space on one or two floors, adjoined with 224 um2 of garage space, adjoined with 48 um2 of fenced, paved compound space.
- Five Parking spaces adjacent to the building or Seven (7) parking spaces adjacent to the building if there is no commercial parking located within 500 metres of the building measured via sidewalks and crosswalks.
- the proposed space must be available approximately 12 weeks prior to the above-noted lease commencement date to ensure all space may be prepared for occupancy;
- the proposed space may be located in either existing building or buildings to be constructed, and should satisfy or be capable of satisfying the following criteria:
- the building containing the proposed space must be accessible by public transit, which must be located no more than 500 metres walking distance via sidewalks and crosswalks from the building entrance of the proposed space. The public transit must be regularly scheduled on weekdays.
- the physical characteristics of the land and the building and the area and environment surrounding it, including neighboring land uses should be compatible with the Lessees intended use of the accommodation.
- the proposed space must have a window arrangement and configuration that are acceptable to PWGSC.
- PWGSC may not consider spaces that do not provide an acceptable configuration, are located in proximity to sites with incompatible usages, do not meet PWGSCs and/or the intended user’s safety or security requirements or are not currently properly zoned.
- the proposed space must have a loading facility at grade level with convenient access and a minimum of one pedestrian door (min door size 3.5’ x 7’)
- the fenced compound of the proposed space must have a paved surface enclosed by galvanized 9 gauge chain link at a height of 2.4 meters topped with 3 tier barbed wire, two double swing type galvanized mesh gates 6.1 meters total width. The area shall be a minimum of 48 square meters with a minimum depth of 8 meters with a turning radius of 20.15 meters providing easy access to the compound. The compound should not be easily visible to the general public.
- the heated garage portion of the space shall be 224 square meters of ground floor space, minimum of 8.5 meters deep, three overhead doors and three man doors, a turning radius of 20.15 meters to allow for easy access, a minimum ceiling clearance of 5 meters from the floor to underside of the lowest structural member of the ceiling but high enough to accommodate the 5 meter overhead doors.
- the office of the space shall have a minimum ceiling height of 2440 mm to a max of 3050 mm measured from the top of the finished floor to the underside of the suspended ceiling. The minimum height from the top of the finished floor to the underside of a bulkhead is 2440 mm.
- the proposed lease premises shall have a minimum floor loading capacity of 4.8 kpa (100 lbs/sq ft)
- The proposed space must be located in and around the city of St. John’s as per the following geographic boundary and as further depicted in a diagram available from the contact listed in Section F. The EOI is open to sites located on either side of the roadways within the geographic boundary
- North – 1785 Torbay Road
- South – 745 Blackhead Road
- East - Signal Hill
- West – 1133 Thorburn Road
- On or before the lease commencement date, the proposed space will have to comply with all requirements contained in PWGSC’s Standards for Leased Accommodation, a copy of which may be obtained from the contact listed in Section F;
Note: PWGSC may wish to visit or inspect the proposed space upon reasonable notice and a threat and risk assessment may be undertaken in order to assess potential threats to the security of the proposed space and to the public.

Section C: Responses Requested by
As this may be the only invitation to submit an Expression of Interest for this potential lease project, owners or their agents should provide responses by August, 8, 2018. Any response received after this date may not be considered.
Section D: Information provided by an Interested Party or an Interested Party’s Agent
Information provided by an interested party or by a party’s agent should include the file number, the location and municipal address of the building, current zoning, specific location of space within the building, measured area of space, architectural drawings identifying the proposed space with washrooms, exits and other design elements, private/public parking facilities, and details addressing the criteria listed above in Section A. Agents submitting a response to this EOI must provide PWGSC with a letter authorizing them to do so.
Section E: Security Requirement
If this EOI results in a future tender process, the successful bidder must hold a valid security clearance at the reliability level, approved and granted by the Canadian Industrial Security Directorate (CISD) of PWGSC prior to award. The contact person listed in Section F will initiate the security clearance process if required.

This EOI is issued in order to invite interested parties to demonstrate their interest in providing the requirements described herein. This information may be included in a list of available space and used for potential future solicitations.
Section H: Not a Solicitation Process
Note that this is not a tender process, nor a request for proposal, but only an inquiry as to the availability of space to lease. PWGSC will not necessarily invite offers, or lease any space, and may not post any future ads related to this request. PWGSC may issue an invitation to tender for other leasing requirements based on information it receives as a result of this advertisement, or based on any other information which may come to its attention prior to an issuance of an invitation to tender; or it may invite offers by way of public tender. PWGSC reserves the right to proceed with an Invitation to Offer to Lease by inviting only parties deemed to most effectively meet specific operational, security and public safety requirements.
