    Development of Non-Standard Aluminum Trailer Designs for Phosphate Transportation

    1. AN EXPLANATION OF WHAT AN ACAN IS

    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government’s contracting policy have been met. Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board’s electronic bidding authorities.

    If other potential suppliers submit statements of capabilities during the fifteen calendar-day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full-tendering process on either the government’s electronic tendering service or through traditional means, in order to award the contract.

    2. DEFINITION OF THE REQUIREMENTS / SERVICES – SOR

    Definition of requirements or expected results, in sufficient detail, so that other potential contractors can determine if they possess the capabilities to satisfy them and the contracting officer will have an adequate basis for reviewing a potential supplier’s statement of capabilities. Include as many technical s-s reasons as possible and all mandatory requirements.

    Project: Development of Non-Standard Aluminium Trailer Designs for Phosphate

    Transport

    The National Research Council of Canada’s (NRC) Aluminium Technology Centre (ATC), in Saguenay, is conducting a research project with a Saguenay mining company. The project consists in evaluating the potential and benefits of using aluminium in the design of non-standard trailers for phosphate transport. Part of the project involves developing trailer designs that will be assessed by various stakeholders, including the NRC.

    The development of these concepts will be done by the non-profit organization Alcoa Innovation, given their expertise in the design of aluminum structures in the transport sector.

    3. STATEMENT OF CAPABILITIES

    Minimum supplier capacity required

    - Year of expertise, 20 years

    - Specializing in the development of designs for aluminum commercial trailer/transportation equipment

    - Knowledge of the supply chain, 30 years

    - CAD expertise, 30 years

    4. DELIVERABLES

    a. Collection of technical data

    b. Study of designs

    i. Design 1: Steel-aluminium substitution

    ii. Design 2: Bucket design with a rounded section

    iii. Design 3: Bucket design with straight line section (plates)

    5. PROCUREMENT STRATEGY FOR ABORIGINAL

    Business Where applicable, a statement indicating if the proposed procurement is subject to one of the trade agreements, the Procurement Strategy for Aboriginal Business, or to one of the Comprehensive Land Claims Agreements. Include the following statement at the beginning where the procurement is set aside under the Procurement Strategy for Aboriginal Business:

    An estimate of the cost of the proposed contract. This should be included, where appropriate, provided that this will not prejudice negotiations with the proposed contractor, or compromise the contractor’s competitive position if the contract proceeds from the ACAN to a traditional or electronic bidding process.

    NRC reserves the right to negotiate with the Contractor to award additional contracts as part of the requirements set out in this notice over the next 36 months (August 2021).

    9. REASONS FOR THE AWARDING OF THE POTENTIAL CONTRACT

    The exception to the Government Contracts Regulations and, where applicable, the limited tendering reasons in the trade agreements being invoked. Indicate the reason(s) for the proposed contract award. This should demonstrate why this supplier has been identified as the only supplier capable of performing the work.

    The NPO Alcoa Innovation has been targeted to develop these designs since the objective of this organization is to promote the use of aluminum in the transportation field by offering innovative and different designs to take into account the different mechanical characteristics of aluminum compared to steel. The organization has worked in the past in the development of new transportation structures.

    12. CLOSING DATE FOR A SUBMISSION OF A STATEMENT OF CAPABILITIES

    The closing date for a submission of a statement of capabilities. Include the time of day as well as the Day, Month and Year for the closing date for accepting statements of capabilities, i.e. fifteen (15) calendar day period.
