    Flight Research Laboratory Technical Support

     

    1. Advance Contract Award Notice (ACAN)

    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

    2. Definition of the requirement

    The National Research Council, Flight Research Laboratory has a requirement to demonstrate the in-flight capability of a Wide Area Motion Imagery (WAMI) airborne camera system (ACS). The WAMI ACS has to be installed on NRC-FRL’s Convair 580 aircraft existing belly-port mounting structure.

    3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)

    Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:

    • Up to one month rental of a Wide-Area Motion Imagery (WAMI) airborne camera system (ASC);
    • The WAMI ACS must be installed on the NRC Convair belly-port mounting frame and must therefore have a form factor and a mounting platform compatible with the current 15-inch tactical gyro-stabilized camera turret;
    • The WAMI ACS system should be capable of generating visible images at a resolution of more than 100 megapixels at a speed of 1 frame per second (FPS) or more. The collected images must cover at least 10 square km when flying at an altitude of 10,000 ft with a ground sample distance (GSD) of less than 30 cm per pixel;
    • Provide all the required wiring and data acquisition system;
    • Provide required software and application programming interface (API) to integrate the WAMI ACS with a third-party track processor;
    • Provide a remote imagery analysis software to be deployed on the ground to allow analysts to access the live images generated by the WAMI ACS via a dedicated datalink between the aircraft and the ground station;
    • Provide the required software to generate full scale georeferenced WAMI images from the collected raw WAMI data; and
    • Provide qualified engineering staff on-site during the system integration phase as well as for the 2 weeks long flight test phase.

    4. Applicability of the trade agreement(s) to the procurement

    This procurement is subject to the following trade agreement(s):

        • Canada Free Trade Agreement (CFTA)
        • North American Free Trade Agreement (NAFTA)

    5. Justification for the Pre-Identified Supplier

    The pre-identified supplier has the only WAMI ACS available to rent on the market which meets these mandatory criteria. The WAMI ACS is the LodeStar system owned by CRI. CRI is the sole authorized vendor and distributor of the LodeStar WAMI ACS in Canada.

    6. Government Contracts Regulations Exception(s)

     

    The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6 (d) – Only person is capable of performing the work.

    7. Ownership of Intellectual Property

    The Intellectual Property will be owned by the Contractor.

    8. Period of the proposed contract or delivery date

    The proposed contract is from 14 August 2018 to October 2018. The National Research Council Canada reserves the right to negotiate a long terms service agreement with the proposed contractor subject to the terms and conditions of the Government of Canada. The long term agreement will not exceed the value in this solicitation.

    9. Cost estimate of the proposed contract

    Contract value will be to an upset limit of $113 000 CAD (HST included).

    Suppliers who consider themselves fully qualified and available to provide the services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
