TASK Based Professional Services (TSPS) Requirement

In December 2016, VIA submitted a business case for High Frequency Rail (HFR) featuring a more frequent, faster train service that is almost exclusively dedicated to VIA passenger service between Toronto-Ottawa-Montreal (TOM) in the Quebec City-Windsor Corridor (Corridor). Following a more than $5 billion investment to build (including Montreal-Quebec portion), VIA forecasts this new HFR service will grow traffic and revenue significantly, while reducing operating costs per passenger and delivering more frequent and reliable service by minimizing conflict with freight railways on shared track.

The objective of this contract comprises two interrelated components:

1) Review operating expenses and identify strategies to achieve savings;

2) Validate and review VIA’s updated 2016 Business Case, addendum and current work on key elements into a final HFR business case
