    Airborne Systems and Equipment Certification Training Course RTCA/DO-178C
    for the Department of National Defence

    1. Advance Contract Award Notice (ACAN)

    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers- to signal their interest in bidding, by submitting a statement of capabilities.

    If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

    2. Definition of the requirement

    The Department of National Defence (DND) has a requirement for an Airborne Systems and Equipment Certification Training of the Training Course DO-178C with Transport Canada approved Design Approved Organization (DAO) with an understanding of the Canadian Aviation Regulations. The purpose of the courses is to provide in-house certification training of airworthiness software to 30 employees of DND that meets the Canadian Aviation Regulations.

    The training will cover the following topics:

    1. CERTIFICATION & SOFTWARE;

    2. RTCA/DO-178B/C OVERVIEW;

    3. SYSTEM SAFETY & SOFTWARE LEVEL;

    4. SOFTWARE LIFE CYCLE;

    5. SOFTWARE PLANNING;

    6. CHANGE IMPACT ANALYSIS;

    7. REQUIREMENTS MANAGEMENT;

    8. REQUIREMENTS VERIFICATION;

    9. SOFTWARE TESTING;

    10. CONFIGURATION MANAGEMENT;

    11. QUALITY ASSURANCE;

    12. SOFTWARE REVIEWS WITH CERTIFICATION AUTHORITIES;

    13. SOFTWARE PROBLEM REPORTS (PRs);

    14. PARTITIONING;

    15. ADDITIONAL CONSIDERATIONS;

    16. INFORMATION FLOW FROM SOFTWARE TO SYSTEM PROCESSES;

    17. SOFTWARE TOOL QUALIFICATON CONSIDERATIONS;

    18. MODEL-BASED DEVELOPMENT & VERIFICATION;

    19. OBJECT-ORIENTED TECHNOLOGY & RELATED TECHNIQUES; and

    20. FORMAL METHODS.

    The training courses must be delivered at 455 Boulevard de la Carrière, Gatineau, Quebec and must be delivered using a combination of the following methods:

    1. Lectures;

    2. Simulations;

    3. Practical exercises & Workshops;

    4. Video presentations

    3. Criteria for Assessment of the Statement of Capabilities (Minimum Essential Requirements)

     Any interested supplier must demonstrate by way of a Statement of Capabilities that it meets the following requirements:

    1. Demonstrated experience in conducting aerospace training courses covering a maximum period of 4 days for one complete course;

    B. Demonstrated experience in conducting training courses meeting the Transport Canada approved Design Approval Organization (DAO) procedures and standards;

    C. Demonstrated experience delivering Canadian Aviation regulations training courses on at least 10 separate occasions to classrooms of over six students; and

    D. Demonstrated experience delivering aerospace short training courses on the RTCA DO-178C and its supplements: RTCA DO-330, DO-331, DO-332, and DO-333.

    4. Justification for the Pre-Identified Supplier

    Mannarino is the only known Canadian firm that is a Transport Canada approve DAO to offer accessible and specialized RTCA/DO-178C certification training courses using Canadian Aviation Standards in the premises of the Department of National Defence.

    5. Government Contracts Regulations Exception

    The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) "only one person or firm is capable of performing the work".

    6. Period of the Training

    The period of the proposed Training is between the 12 November to 21 December, 2018

    8. Suppliers' right to submit a statement of capabilities

    Suppliers who consider themselves fully qualified and available to provide the services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

    9. Closing date for a submission of a statement of capabilities

    The closing date and time for accepting statements of capabilities is 12 September 2018, 14:00 EDT.
