    DEFENCE CONSTRUCTION CANADA (DCC) –RE1712– Construction Management Services in Support of the Office Fit-Up, Ottawa, ON
     
    THIS IS NOT A BID SOLICITATION
     
    The purpose of this Expression of Interest is to establish a list of Construction Managers that meet the security requirements, and can undertake the construction of an Office Fit-Up of approximetaly 15,000 square meters distributed over six (6) floors of a building in Ottawa, ON using a Construction Management (CM) approach. The fit-up will consist of mainly office space with some special purpose space such as conference rooms, classrooms, labs, etc. 
     
    Defence Construction Canada (DCC) is calling for Construction Managers that hold a valid Facility Security Clearance at the level of SECRET, with approved Document Safeguarding at the level of SECRET, issued by the Canadian Industrial Security Directorate (CISD), Public Services and Procurement Canada (PSPC) to express their interest for work required by the Department of National Defence (DND).
     
    DCC will verify through CISD whether Construction Managers, who have expressed their interest by completing the attached administrative form and have met the security requirements of this EOI, will be invited to submit to the upcoming procurement.
    In the case of a joint venture, all parties of the joint venture must hold the required security clearances.
    Construction Managers that do NOT meet the stipulated security requirements mentioned above will NOT be invited to submit and will not be given further consideration.
    DCC will not delay the EOI closing to allow a Construction Manager to obtain the required security clearances.
    This solicitation is being procured under a National Security Exception for all Trade Agreements.
     
    For the purpose of the upcoming procurement, Construction Manager personnel requiring access to CLASSIFIED information, assets or sensitive work site(s) must be a permanent resident of Canada or a citizen of Canada and must EACH hold a valid personnel security screening at the level of SECRET, granted or approved by the CISD/PSPC.
     
    The Construction Manager MUST NOT utilize its Information Technology systems to electronically process, produce or store any sensitive CLASSIFIED information until CISD/PSPC has issued written approval. After approval has been granted, these tasks may be performed at the level of SECRET.
     
    Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PSPC.
     
    The estimated cost for this opportunity is in the order of $20,600,000.00.

    Defence Construction Canada reserves the right to reject any Construction Managers that does not demonstrate, to the sole satisfaction of Defence Construction Canada, that the Construction Manager has met the security requirements of this EOI. DCC also reserves the right to request clarifications and/or confirmations from any or all companies regarding any aspect of their information. In the event of such clarifications and/or confirmations, the DCC Coordinator will make the request. The request for clarification and/or confirmation will be directed to the individual named as the company’s contact in the expression of interest. A written response to such communication is required from the company.
