DESCRIPTION OF REQUIREMENT:
Fraud Risk Assessment (FRAs)
The objective of this contract is to secure and engage the services of an experienced service provider who will work alongside the Fraud Monitoring Unit to conduct up to six (6) Fraud Risk Assessments (FRA) of ESDC’s programs and internal services which will help identify and manage ongoing, emerging and potential fraud risks related to the department’s assets, programs, services and employees.
The service provider will be required to identify key fraud risks in a program or service, as well as current controls to mitigate these risks, assess the likelihood of these risks materializing and their potential impact; and identify additional mitigations (if required) or areas in need of further analysis.
Tasks what will need to be performed include, but are not limited to: performing reviews of key documents, plan and hold preliminary meetings with management teams, conduct key meetings with subject matter experts, provide methodology for conducting FRAs, conduct the FRAs including workshops, prepare detailed reports of findings; and provide a final presentation for each fraud risk assessment for senior management.
DURATION OF CONTRACT
The period of the Contract is 12 months from Contract award date.
SECURITY REQUIREMENTS
Security Requirement for Canadian Supplier: PWGSC File #Common-PS SRCL#9
- The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer/Supply Arrangement, hold a valid Designated Organization Screening (DOS) with approved Document Safeguarding at the level of PROTECTED B, issued by the Canadian Industrial Security Directorate, Public Works and Government Services Canada.
- The Contractor/Offeror personnel requiring access to PROTECTED information, assets or work site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
- The Contractor MUST NOT utilize its Information Technology systems to electronically process, produce or store PROTECTED information until the CISD/PWGSC has issued written approval. After approval has been granted or approved, these tasks may be performed up to the level of PROTECTED B.
- Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC.
- The Contractor/Offeror must comply with the provisions of the:
- Security Requirements Check List and security guide (if applicable), attached at Annex C of the RFP document;
- Industrial Security Manual (Latest Edition).
