PLEASE READ THE FOLLOWING COMPLETELY AND CAREFULLY PAYING ATTENTION TO ALL REQUIREMENTS AND DATES.
CBC/Radio-Canada wishes to receive Proposals for its food services (Services) for its employees and visitors. Without being limited to, and as described in detail in this document, these Services contribute to the quality of life and productivity of CBC/Radio-Canada employees and include counter services, café counter services, self-serve food services and in-house catering services.
The objective of the Request for Proposals (RFP) is to choose the best qualified Supplier offering the most advantageous bid in terms of quality and variety of food and beverages, lowest prices and prompt service.
The initial term of any Agreement resulting from this RFP shall be for three (3) years with two (2) irrevocable option(s) for CBC/Radio-Canada to extend the Agreement for three (3) year periods, exercisable by sending a written notice prior to the end of each term, as described in more detail in the Contract.
1.SUMMARY OF REQUIRED GOODS/SERVICES:
The Contract consists in providing the following four types of food services:
- Food counter adjacent to a dining room (total area of about 2,740 ft2);
- Café counter adjacent to the aforementioned;
- An in-house catering service;
- Food services for people working non-standard hours.
In order to carry out its mandate and comply with statutes and regulations, particularly rules of hygiene and sanitation, the Supplier must work with the facilities provided (as indicated in the plans and the list of equipment provided) as well as with access routes provided and constraints imposed by CBC/Radio Canada operations.
2. MANDATORY REQUIREMENTS FOR PARTICIPATION:
This RFP is open only to Proponents who are able to:
- demonstrate in their proposal their capacity to provide CBC/Radio-Canada food services in accordance with the requirements set out in the contract; and
- provide a bid security, as defined in Section A.6.2.1 – Bid Security.
3. MEETING (OPTIONAL)
A meeting will be held on October 15, 2018 at 10:00 am Eastern Time at 1400 boul. René-Lévesque East, Montreal (Qc) H2L 2M2. This meeting will allow proponents to obtain more information regarding this RFP. You must register at http://newmrc.radio-canada.ca/food-services/ no later than October 14, 2018.

4. TO REQUEST THE RFP DOCUMENTATION

5. COMMUNICATION WITH CBC/RADIO-CANADA
Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFP documents. If so, or if there is any doubt about the meaning of any part of this RFP, questions must be submitted in writing by Merx as defined in PART I: INTRODUCTION , Table 1: critical dates of the RFx process.
6. RECEIPT OF PROPOSALS
Proposals must be received by CBC/Radio-Canada, via electronic submission to the Merx Website (www.merx.com) no later than December 18, 2018 at 12:00:00 pm (noon), Eastern Time.
The Proponent has the sole responsibility for the timely receipt of a Proposal by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such clock is accurate or not.
Partial Proposals, amendments or revisions which are received after the date and time for the RFP Submission Closing Date will not be accepted.
Note:
CBC/Radio-Canada retains the right to negotiate with Proponents on any procurement.
