    Description of Work:

    The Canadian Nuclear Safety Commission (CNSC) is the nuclear energy and materials regulator in Canada. The mission of CNSC is to regulate the use of nuclear energy and materials to protect health, safety, security, and the environment; and to respect Canada's international commitments on the peaceful use of nuclear energy. Nuclear activities are carefully regulated to ensure their safe operation.

    The Information Management and Technology Directorate (IMTD) within the Corporate Service Branch of the CNSC is a strategic IM/IT service provider to the Commission and is responsible for designing, implementing and delivering a variety of operational and corporate IM / IT solutions for different business lines of the CNSC.

    The Project Management Office Division (PMOD) provides IM/IT project management services to CNSC ensuring quality solutions are delivered on time, within budget and scope. The CNSC has implemented some functionality of Hewlett-Packard Service Manager (HPSM©) (v. 9.31) and is now ready to upgrade HPSM© to the latest government approved version (9.5x or higher) and enable new functionality for:

    • Incident Management
    • Knowledge Management
    • Service Management
    • Request Fulfillment (Self-service)

    A full description of the Work expected to be performed is in the Statement of Work attached as Annex A to the Request for Proposal.

    Contract Period:

    It is intended to result in the award of one (1) contract for a period of 15 months (50 days of effort for the Project Manager, 130 days of effort for the Business Consultant) estimated to begin in November 2018.

    Incumbent:

    The work is currently not being performed by a contracted resource and there has been no incumbent during the past 12 months.

    Requests to be Invited :

    Only selected TBIPS SA Holders currently holding a TBIPS SA for Tier 1 in the National Capital Region under the EN578-170432 series of SAs are invited to compete. SA Holders may not submit a bid in response to this bid solicitation unless they have been invited to do so. However, should an uninvited SA Holder wish to be invited, it may contact the Contracting Authority to request an invitation at any time prior to five business days before the published bid closing date, and an invitation will be made to that SA Holder unless it would not be consistent with the efficient operation of the procurement system. In no circumstance will such an invitation require Canada to extend a bid closing date. Where additional invitations are made during the bid solicitation process, it may be that they are not reflected in a solicitation amendment.
