Description
5P201-18-0185/A - Construction of North West Trail, Rouge National Urban Park
GENERAL DESCRIPTION OF WORK
The Parks Canada Agency has proposed to construct and maintain a new multiuse trail within Rouge National Urban Park. The final, permanent footprint size approximately 4.3km trail connecting Stouffville to the new Welcome Area located on Reesor road. The trail is primarily a 2.4m wide gravel trail surface. There are also sections of raised boardwalk on helical piles required for crossing wet terrain at a width of 3.0m and one gravel parking lot. Staging areas are limited and defined in the project drawings. The construction footprint, including machinery, must remain within the trail corridor footprint (4.2m – 6m width). The project construction is scheduled within the remainder of the 2018 year, however, inclement weather, as defined by Parks Canada, allows for a March contingency for some components of the project build.
PARKS CANADA ENVIRONMENTAL IMPACT ANALYSIS DESCRIPTION
- Parks Canada has an environmental impact analysis (EIA) process to fulfill its requirements as a federal land manager under the Canadian Environmental Assessment Act, 2012 (S.C. 2012, c. 19, s. 52) as well as its legal and mandated obligations to protect Canada’s natural, cultural, and agricultural heritage.
- The EIA process incorporates federal legislative requirements including the Migratory Birds Convention Act, Fisheries Act, Navigation Protection Act, Rouge National Urban Park Act and Species at Risk Act to meet legal and mandated obligations to protect the natural, cultural, and agricultural heritage in Rouge National Urban Park.
- Parks Canada’s legal accountability under section 67 of CEAA 2012 is to ensure that no project on lands and waters it manages is authorized unless a determination is made that the project does not have the potential to result in significant adverse environmental effects.
- Parks Canada will finalize the EIA for this project upon award of contract and approval of the contractor’s final plan. This EIA will include the Parks Canada National Best Management Practice for Common Activities.
