MANDATE
Innovation, Science and Economic Development (ISED) Canada's mission is to foster a growing, competitive, knowledge-based Canadian economy. To support ISED’s mission to foster a growing, competitive, knowledge-based Canadian economy, the Digital Transformation Service Sector (DTSS) was created to foster the adoption of digital approaches to deliver ISED services. DTSS understands digital disruptions and the sector manages a modern information technology infrastructure with efficient and technologically enabled services to support Canadian businesses. These efforts are part of an overall government priority to reduce the administrative burden on businesses.
2. ORGANIZATION

OBJECTIVE/REQUIREMENTS
In direct support of DTSS’ innovation and digital transformation agenda, services are centered on the coaching of DTSS teams to assist them in adopting, implementing and improving Agile practices.
SCOPE OF WORK / KEY ACTIVITIES
The Senior Project Leader/Agile Coach will support the various projects and initiatives in DTSS. Key activities may include but not be limited to the following:
Promote a culture of collaboration and continuous improvement;
Acts as a subject matter expert to instill a culture of measurement with respect to both the impact of change to the business and the effectiveness of the system of delivery;
Provide guidance and coaching across multiple programs and projects;
Provide advice and support to management in the transformation to Agile methodology, including development of processes, templates, artifacts, training materials, and lessons-learned;
Provides coaching on Agile values and practices while emphasizing continuous improvement;
Provide training sessions and teach valuable skills that lead toward the organization-wide adoption of Agile methodologies;
Provide hands-on support to ISED employees, collaborating with people across widely varying levels and roles, leading teams toward further understanding and adoption of Agile as well as overall growth and improvement;
Help train and guide ISED leadership in the challenges and approaches to an Agile Transformation;
Provide subject matter expertise on a variety of Agile topics to programs and projects transitioning to agile;
Conducts ongoing evaluations to ensure effectiveness of Agile programs and recommends complex and/or highly comprehensive training modifications as necessary;
Coaches teams on how to remove complex roadblocks and impediments to change and delivery;
Prepare and deliver coaching sessions and materials to audiences ranging from individual developers to executive management;
Conduct training workshops with newly formed & existing agile teams, and program managers, supporting the organization on its agile transformation if required;
Coach cross-functional teams to define and implement increments of business value including changes to people, processes and technology in accordance with established policy guidelines and standards;
Expose ISED technology and development teams to the latest innovative thinking and ideas from the Agile community to increase agility, leveraging lean, SCRUM, kanban, and other agile thinking;
Advise management of the development of metrics that SCRUM based teams can leverage to measure performance and drive continuous improvements;
Coach teams and management towards improving Agile process and metrics;
Assist management with the removal of impediments to agility and promote agile practices and tools;
Evaluate and mentor existing SCRUM teams;
Assess the Agile Maturity of the teams and coach to higher levels of maturity, at a pace that is sustainable;
Provide advice to ISED management in the creation, building, and delivery of customized Agile training;
Coach SCRUM Masters in the effective delivery of SCRUM ceremonies including daily SCRUM, backlog grooming, sprint planning, demos and retrospectives;
Periodically serve as SCRUM Master for teams that are learning this role including sprint planning, standups, reviews, and retrospectives;
Drive improvement through examples and practical experience, that encourages the adoption of agile technical practices, improving execution, communication and concurrently building group skills and capabilities;
Complete and submit, for weekly approval, time sheets by project using the (in-house) Project Tracking System; and
Provide updates/status reporting to project team management as required.
4. WORK LOCATION
The contractor will carry out the work on Innovation, Science and Economic Development Canada (ISED) premises located at 235 Queen Street, Ottawa, Ontario.
5. PERIOD OF CONTRACT
Initial Contract Period: Contract award to November 30, 2019 and 4 option year periods
Bidders may submit a bid for one resource category.
