    Application/Software Architect Level 3

    Requirement Summary

    Public Safety Canada currently has a requirement for an Application/Software Architect to assist with the upgrade of eDOCS DM 5.3 to eDOCS DM 16.x and installation and migration of iRIMS 9.2 to eDOCS RM 16.x.

    The Contractor’s resource will be required to be available upon Contract award. They must begin the work outlined in Annex A, Statement of Work as soon as possible and be dedicated to the project.

    The period of the Contract is from date of Contract award to March 31st, 2019 with two (2) optional one (1) year periods.

    Enquiries - solicitation stage

    All enquiries or issues concerning this procurement must be submitted in writing to the Contracting Authority named as early as possible within the bidding period.

    Enquiries and issues must be received by the Contracting Authority no later than five (5) business days prior to the bid closing date specified on the cover page or this RFP document to allow sufficient time to provide a response. Enquiries or issues received after that time may not be able to be answered prior to the bid closing date. To ensure consistency and quality of information provided to Bidders, the Contracting Authority will provide, simultaneously to all bidders to which this solicitation has been sent, any information with respect to significant enquiries received and the replies to such enquiries without revealing the sources of the enquiries.

    It is the responsibility of the Bidder to obtain clarification of the requirements contained herein, if necessary, prior to submitting a bid.

    Security

    There is a security requirement identified in Annex C – Security Requirement Checklist.

    1. The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer/Supply Arrangement, hold a valid Designated Organization Screening (DOS), issued by the Canadian Industrial Security Directorate (CISD), Public Services and Procurement Canada (PSPC)
    2. The Contractor/Offeror personnel requiring access to protected information, assets or sensitive work site(s) must EACH hold a valid reliability status, granted or approved by CISD/PSPC
    3. The Contractor/Offeror must not remove any protected information or assets from the identified work site(s), and the Contractor/Offeror must ensure that its personnel are made aware of and comply with this restriction
    4. Subcontracts which contain security requirements are not to be awarded without the prior written permission of CISD/PSPC
    5. The Contractor/Offeror must comply with the provisions of the:
      1. Security Requirements Check List and security guide (if applicable), attached at Annex C.
      2. Industrial Security Manual (Latest Edition)
