Description:

The RCMP has a requirement for French and English language training instructors and Pedagogical Advisors on an “as and when requested” basis.

The initial period of the Standing Offers, which will be awarded separately for each Resource Category, will be 12 months, with two (2) optional extension periods of twelve (12) months each.

It is anticipated that up to twelve (12) Standing Offers will be created as follows:

• Second Language Instructors: Four French and Four English
• Pedagogical Advisors: Two French and Two English

Security Requirement: The contractor is required to have all personnel working on site to be security cleared at the level of Reliability Status as verified by the Personnel Security Unit (PSU) of the Royal Canadian Mounted Police (RCMP). The contractor SHALL NOT remove or make copies of any DESIGNATED or CLASSIFIED information or assets from the identified work site.

Basis of selection: A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive offers with the highest combined rating of technical merit and price will be recommended for issuance of standing offers.

Call-ups shall be issued on a proportional basis such that the offeror of the highest ranked standing offer receives the largest predetermined amount of the work, the offeror of the second highest ranked standing offer receives the second largest predetermined amount of the work, etc.

Tenders must be submitted to the RCMP Bid Receiving Unit as specified on the front page of the solicitation document.

The Crown retains the right to negotiate with any supplier on any procurement.

Documents may be submitted in either official language of Canada.

The RCMP has adopted the Integrity Regime administered by Public Services and Procurement Canada. As a result, the integrity provisions are being applied in RCMP contracting activities as outlined in this solicitation.
