    Description

    THIS NOTICE IS POSTED FOR THE MINISTRY OF HEALTH, GOVERNMENT OF THE REPUBLIC OF SOUTH SUDAN (GRSS) AND THE HEALTH POOLED FUND (HPF).

    REQUEST FOR PROPOSALS FOR IMPLEMENTING PARTNERS (21 LOTS)

    The Ministry of Health, Government of the Republic of South Sudan (GRSS) and the Health Pooled Fund (HPF) wish to engage Implementing Partners to work with GRSS in delivering the following outputs under the HPF:

    • Output 1: Enhanced delivery of integrated health services through a network of health facilities.
    • Output 2: Expanded Community health services for the prevention and treatment of common conditions based upon the Boma Health Initiative Guidelines.
    • Output 3: Strengthened management of the Supply Chain for essential drugs and commodities.
    • Output 4: Stable health systems that are responsive and accountable to the needs of communities and individuals accessing health services.

    Crown Agents Limited, as leader of the consortium managing the HPF, now invites bids from suitably qualified Bidders to be engaged as subcontractors to provide and manage essential primary health care services through a network of health facilities and community-based systems across 21 geographically distinct Lots.

    Contracts will be for a period of 15 months, expected to run from 1st April 2019 to 30th June 2020. Contracts may be extended for up to three additional years, dependent upon satisfactory performance.

    This is a full and open competition under which any type of organisation, large or small, commercial (for profit) firms, faith-based, and non-profit organisations, either independently, or in partnership or consortia, is eligible to participate. The HPF encourages partnership with local, non-governmental organisations, faith-based organisations and community-based organisations in order to build local capacity and ensure long term sustainability, however this is not a requirement.

    Bidders may submit bids for one or more of the 21 lots. Each lot is subject to a maximum budget and any bids which exceed the maximum budget shall be rejected.

    The deadline for submission of bids is 12:00 hours noon (South Sudan time) on Wednesday 9 January 2019. Bids must be submitted electronically in accordance with instructions contained in the RFP. Late bids will be rejected.

    Bids will be evaluated in accordance with procedures and evaluation criteria described in the RFP. Successful bidders will be invited for negotiations in Juba, South Sudan and will be expected to sign a subcontract based on terms set out in the RFP.
