    Crown-Indigenous Relations and Northern Affairs (CIRNAC) is committed to its legal obligation to achieve a workforce that reflects the population of Nunavut. As outlined in the Nunavut Agreement, Article 23 states that:

    The objective of this Article is to increase Inuit participation in government employment in the Nunavut Settlement Area to a representative level. It is recognized that the achievement of this objective requires initiative by Inuit and by Government. ­­­­­­

    Through CIRNACs workforce analysis of the Nunavut Regional Office (NRO), it has been identified that the two occupational categories where Inuit are most underrepresented are the Physical Sciences (PC) groups and Economics and Social Science Services (EC) and Physical Sciences (PC) groups.

    CIRNAC is awarding one contract to carry out Human Resources services in support of CIRNACs legal obligation to achieve a workforce that reflects the population of Nunavut. The contract is expected to take approximately 10-12 months.

    The contractor will be responsible to attract and assess Inuit candidates who meet the minimum education requirements for the EC and PC occupational categories and those who are pursuing post-secondary education in these respective fields. The scope of work includes recruitment of the candidates in specific Canadian cities which include: Edmonton, AB; Winnipeg, MB; Ottawa, ON and Montreal, QC.

    Bidders will be assessed based on proposed resource(s) education and experience which may include Human Resources and / or Business Consulting.

    Bidders must have at least one (1) qualified resource with five (5) years relevant experience within the last eight (8) years and must be fluent in both English and French (reading, writing & speaking)

    Bidders should include a proposed resource with experience networking with Inuit Communities.

    This procurement is subject to the provisions of the North American Free Trade Agreement (NAFTA) and the Canadian Free Trade Agreement (CFTA).
