TSPS: Railway and Structure Engineering and Quantities/Costing Analysis for High Frequency Rail (HFR)

Description
VIA Rail is proposing to revitalize its services through an investment in high frequency rail (HFR) on dedicated passenger rail infrastructure in the Quebec City-Windsor Corridor. In some key portions of the planned routes, the new service will need to share infrastructure with other rail services. TC requires access to external experts able to provide engineering and costing advice on this subject. TC requires on-going access to two experts: (i) a Professional Engineer with railway and structure experience and qualifications and (ii) a Financial Cost Specialist for Real Property with Quantity Surveyor experience.
The Contractor may provide either a single resource for a single category or two resources (one for each category). Those experts will provide analytical products as needed on emerging issues relating to the HFR file. Through Task Authorizations, TC will provide the Contractor with engineering designs and request an expert opinion on specific issues.
