    DEFENCE CONSTRUCTION CANADA (DCC) – IE12347R – A & B Jetty Recapitalization Project, CFB Esquimalt, BC

    The Department of National Defence is in the process of providing a new, modern and fully integrated jetty facility for the Royal Canadian Navy, located at Her Majesty’s Canadian Dockyard, CFB Esquimalt, British Columbia.

    Defence Construction Canada (DCC) is inviting Contractors to submit Technical Submissions which meet the requirements specified in the Request for Qualifications (RFQ) document for the A & B Jetty Recapitalization Project located in CFB Esquimalt, British Columbia.

    The purpose of this RFQ process is for DCC to identify qualified Contractors that will subsequently be invited to submit a price for the construction of B-Jetty.

    At DCC’s sole discretion, the following future work related to A-Jetty may be added to the Contract or tendered separately at a later date:

    1. Demolition of the Existing A-Jetty
    2. A-Jetty Site Environmental Remediation and Preparation
    3. Construction of the New A-Jetty

    A site visit has been arranged for the following date, time and location. 

    Date: January 31, 2019

    Time: 10:00 hours

    Location: CFB Esquimalt Dockyard Main Gate at the west end of Esquimalt Road.

    The estimated cost for this opportunity is in the order of:

    ·B-Jetty: $246M

    ·A-Jetty: $256M

    In the second step of this competition, only the Work involving B-Jetty will be priced. The pricing will be on a lump sum basis. The Tender Form and plans and specifications will be provided to the qualified Tenderers in the second step of this competition.

    Substantial Completion of B-Jetty is envisaged at 44 months after contract award and Completion by no later than 48 months after contract award.

    This procurement follows tendering procedures in accordance with Chapter 10 of NAFTA.

    The selected Contractor will be required to hold a valid Designated Organization Screening (DOS), issued by the Canadian Industrial Security Directorate (CISD), Public Services and Procurement Canada (PSPC). Details concerning the Security Requirements for this project and further instructions for Non-Canadian Suppliers are identified in the RFQ Documents.
