    ADVANCE CONTRACT AWARD NOTICE (ACAN)

    1. Advance Contract Award Notice (ACAN)

    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

    2. Definition of Requirements

    The main objective of this service is to identify the environmental chemistry of typical fast pyrolysis and waste biomass hydrothermal liquefaction processes, and in situ investigate corrosion behavior of candidate alloys under the conversion environments.

     3. Criteria for Assessment of the Statement of Capabilities

    Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:

    • A minimum of 10 years’ experience in the field of fast pyrolysis and hydrothermal liquefaction conversion process;
    • A lab facility equipped with batch hydrothermal liquefaction reactor, fluidized-bed biomass pyrolyzer and gas chromatograph-mass spectrometer.

    4. Justification for the Pre-Identified Supplier

    We intend to deal directly with the supplier mentioned in section 8 below as, it is the only known supplier that meets the mandatory criteria set out in section 3 above.

    5. Exception to the Government Contracts Regulations

    The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection: d) Only one person or firm is capable of performing the contract. 

    The identified provider, Western University, is the only one able to provide a resource to meet all of the criteria identified in paragraph 3 above.

    6. Contract Period

    The contract period will be from date of Award to March 29, 2019

    7. Estimated Cost

    The estimated value of the contract is $56,500 CAD inclusive of applicable taxes.

The Statement of Capabilities must clearly demonstrate how the supplier meets the advertised requirements.

    10. Closing Dated

    The closing date for a submission of a Statement of Capabilities is January 28, 2019 at 14:00 Eastern Standard Time.
