    ADVANCED CONTRACT AWARD NOTICE

    MinedFuel Business Intelligence Subscriptions

    The Department of Fisheries and Oceans / Canadian Coast Guard has a requirement for the provision of software as a service MinedFuel Business Intelligence Subscriptions.

    The purpose of this Advance Contract Award Notice (ACAN) is to signal the government’s intention to award a contract for these services to the Davhill Group, Ottawa, ON. Before awarding a contract, however, the government would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the ACAN posting period.

    If other potential suppliers submit a statement of capabilities during this ACAN posting period that meets the requirements set out in the ACAN, the government will proceed to a full tendering process on either GETS or through traditional means, in order to award the contract.

    If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the pre-selected supplier.

    Statement of Requirement

    DFO has requirement for subscriptions for Business Improvement Services, consisting of the following:

    • MinedFuel BI Core CL01
    • MinedFuel Embedded Power BI Plugin Software
    • MinedFuel BI Portal Software

    Minimum Essential Requirements

    • Must be configurable by users without requiring in-house IT staff resources
    • Must allow users to share reports/dashboards with non-licensed users
    • Must have pre-built interface to allow business users to share their business intelligence reports without any programming experience
    • Must be fully compatible with existing DFO systems and software

    Trade Agreements and Other Obligations

    The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-Chile Free Trade Agreement (CCFTA), the Canadian Free Trade Agreement (CFTA), the Canada-Peru Free Trade Agreement (CPFTA), the Canada-Columbia Free Trade Agreement (CColFTA), and the Canada-Panama Free Trade Agreement (CPanFTA) if it is in force.

    Government Contracts Regulations (GCRs) Exception and Limited Tendering Reasons

    The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) – Where only one supplier can do the work.

    Davhill Group is the copyright owner of the licensed software subscription service.

    Security Requirements

    There are no Security requirements for this contract.

    Ownership of Intellectual Property (IP)

    There is no Intellectual Property being created under this contract. The IP for the software belongs to Davhill Group.

    Period of the Proposed Contract

    The period of the proposed contract is from April 1, 2019 to March 31, 2024.

    Cost Estimate

    The estimated limitation of the proposed contract is $882,234.00 plus tax for 5 years.

    Suppliers’ Right to Submit a Statement of Capabilities

    Suppliers who consider themselves fully qualified and available to provide the services and/or goods described herein, may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

    Closing Date for Submission of a Statement of Capabilities 

    Statement of Capabilities must be received no later than 2:00 PM Atlantic Standard Time, February 14, 2019. Submissions received after this date and time will not be accepted.
