Advanced Contract Award Notice (ACAN)
The Department of National Defence (DND) Directorate of Civilian Classification and Organization (DCCO) has a requirement for specialized and advanced training on Organizational Design, in order to update and raise the level of expertise of accredited classification officers. The required training is to provide them with a combination of management theory and practical tools, in order to equip participants to provide strategic advice to senior managers of the public service. The purpose of this Advance Contract Award Notice (ACAN) is to signal the government's intention to award a contract for these services to:

Before awarding a contract, however, the government would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the 15 calendar day posting period.
If other potential suppliers submit a statement of capabilities during the 15 calendar day posting period that meet the requirements set out in the ACAN, the government will proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.
If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the pre-selected supplier.
Background
The Department of National Defence (DND) Directorate of Civilian Classification and Organization (DCCO) has a requirement for specialized and advanced training on Organizational Design, in order to update and raise the level of expertise of accredited classification officers. The required training is to provide them with a combination of management theory and practical tools, in order to equip participants to provide strategic advice to senior managers of the public service.
The estimated contract period is for one (1) year with two (2) one-year option periods.
The estimated value of the contract is $150,000.00 (Applicable Taxes extra).
Minimum Essential Requirements
Any interested supplier must demonstrate by way of a Statement of Capabilities that its course and Instructor meet the following requirements:
- Course Material: The Organizational Design course material must include, at a minimum, all of the following required subjects:
Drivers for organizational change;
Specialization and groupings;
Control and coordination mechanisms;
Processes and systems;
Types of organization models;
Steps in designing an organization; and
Implementation of new organizational structures.
In addition to the aforementioned required subjects, the course material must include Organizational Design best practices tools (such as methodologies, approaches, and design maps) and must be accepted as best practices in other similar organizations (such as large private section organizations, and municipal, provincial, and federal government departments and agencies).
To demonstrate this minimum essential requirement, the supplier must provide all of the following items:
A brief course description (i.e. abstract) demonstrating the inclusion of all of required subjects in the course;
A list of best practices tools; and
A list of organizations (public or private sector organizations) who have previously taken the course.
- Course Instructor: The supplier must demonstrate that its proposed Instructor has significant and recent experience delivering Organizational Design courses or training to Senior, accredited classification specialists from a Canadian provincial or federal public service environment. Significant and recent experience is defined as delivering five (5) Organization Design courses within the past two (2) years. In order to demonstrate meeting this minimum essential requirement, the supplier must provide a list of Organizational Designed courses which its Instructor has delivered and must include all of the following information:
Course titles;
Dates delivered;
Location of courses delivered; and
A description of the client audience (i.e. provincial or federal environment).
- Course Instructor: The supplier must demonstrate that its proposed Instructor has significant and recent experience providing Organizational Design advice to Senior Management (e.g. ADM, DM, CEO, COO, or equivalent heads of large organizations) or teaching Organizational Design within a recognized Canadian educational post-secondary institution. Significant and recent experience is defined as 15 years of experience within the last 20 years. In order to demonstrate meeting this minimum essential requirement, the supplier must provide the Instructor’s resume which includes, at minimum, all of the following items:
Context of instruction (i.e. academic, government, corporate or operational); and
Timeframe (month and year) during which the experience was gained.
4. Course Instructor: The supplier must demonstrate that its proposed Instructor has significant and recent understanding of Canadian government organizational structures, and associated HR service delivery challenges. Significant and recent understanding is defined as 15 years of experience within the last 20 years. In order to demonstrate meeting this minimum essential requirement, the supplier must provide the Instructor’s resume, which includes, at a minimum, all of the following items:
Details of work experience and exposure to government organizational structures and HR service delivery challenges.
Timeframe (month and year) during which the experience was gained.
Justification for the Pre-Selected Supplier
Queen’s University is the only Supplier known to DND who is capable of meeting the requirement of course delivery and providing an Instructor with the required experience. Queen’s University is an industry leader in Organizational Design Research and Methodology, which includes an entire research department devoted to Organizational Design. Their methods are tested, recognized, and used by other government departments.
This ACAN is subject to the following:
Government Contracts Regulations (GCRs) – 6 (d) of the Government Contract Regulations is being invoked in this procurement as only one person or firm is capable of performing the contract.
Subject to CFTA – Paragraph 2 Item ii. If the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute goods or services exist for any of the following reasons: the protection of patents, copyrights, or other exclusive rights.
There is no Intellectual Property arising out of the proposed contract.
Suppliers who consider themselves fully qualified and available to meet the specified requirements may submit a statement of capabilities in writing to the Contracting Authority identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
The closing date and time for accepting statements of capabilities is 07 February 2019 at 14:00 p.m. EDT.
