The Canadian Food Inspection Agency (CFIA) requires specialized professional services resources to assist in the management of change through the provision of strategic advice and tactical support associated with the planning, execution and monitoring of transformation of Change Management activities and deliverables to support the implantation and adoption of the CFSIN on an “as and when requested” basis in the National Capital Region (NCR) in the following resource Categories:

The contract period will be for two years from the date of contract. The anticipated start date is February 25, 2019.
The following security requirements must be met:
- The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer/Supply Arrangement, hold a valid Designated Organization Screening (DOS), issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
- The Contractor/Offeror personnel requiring access to PROTECTED information, assets or sensitive work site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by CISD/PWGSC.
- The Contractor/Offeror MUST NOT remove any PROTECTED information or assets from the identified work site(s), and the Contractor/Offeror must ensure that its personnel are made aware of and comply with this restriction.
- Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC.
- The Contractor/Offeror must comply with the provisions of the:
- Security Requirements Check List and security guide (if applicable), attached at Annex "C";
- Industrial Security Manual (Latest Edition).
Suppliers must be invited and prequalified under the Task and Solutions Professional Services Method of Supply to submit a bid. Bids received by Suppliers that are not invited and prequalified will be deemed non-compliant.
Basis of selection: Highest Combined Rating of Technical Merit (70%) and Price (30)%

The Crown retains the right to negotiate with any supplier on any procurement.
