    Description

    1. Purpose of an Advance Contract Award Notice (ACAN)

    An Advance Contract Award Notice (ACAN) allows a department to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a contract to a pre-identified contractor. If no other supplier submits, during the fifteen calendar day posting period, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government’s contracting policy have been met. Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board’s electronic bidding authorities.

    If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department must proceed to a full tendering process on either the government’s electronic tendering service or through traditional means, in order to award the contract.

    2. Definition of requirements

    Parks Canada has a requirement for the provision of grooming cross country ski trails and operations of two backcountry huts in relation to the operation of Gros Morne National Park.

    The Contractor will provide the following services:

    • Backcountry Huts: General duties such as cleaning, garbage disposal and maintaining of firewood and propane supply at the huts in Bakers Brook and South West Gulch. Ensure and maintain the sewer systems at both huts and repair as needed. Also, maintain the wood supply at the warm-up shack in at Wigwam/Stuckless Pond.

      Groomer and Snowmobile Operation: Provide daily grooming of trails, in both classic and skate style, around the Visitor Reception Centre using the Bombardier BR100 and the Kubota RTV-X1100. Provide weekly grooming of trails at Wigwam/Stuckless, Shallow Bay and Trout River using the snowmobile and tract setter. Fuel, equipment, repairs and supplies shall be the responsibility of PCA.

    • General Maintenance: Winterizing and de-winterizing of both backcountry huts and both groomers. Trail maintenance, such as, pruning alders and blow downs in accordance with Parks Canada environmental assessment. Provide snow removal of on the boardwalk and around doorways at the Visitor Reception Centre. Provide carpentry maintenance at the warming hut and backcountry huts (e.g., replace windows and/or doors, repair cladding, etc.)

      In addition, the contractor will provide administrative services such as hiring trained personnel, maintain a reservation/booking system for both backcountry huts. Provide daily updates on trail conditions to Parks Canada. They will assure ensure that fire, safety and security regulations are followed.

    • The services will commence annually on or near December 22nd (weather dependant) with a completion date of March 31st of each year. For 2019, the contract will be valid for February 19, 2019 to March 31, 2019.

    The Contractor/Offer or personnel must EACH hold a valid RELIABILITY STATUS, granted or approved by Parks Canada Agency Security Directorate (PCASD).

    Criteria for assessment of the Statement of Capabilities

    (Minimum Essential Requirements):

    Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:

    The contractor must have:

    • Experience (minimum two years within the last five years) in grooming trails and operating/maintaining Bombardier and Kubota groomers. A mechanical aptitude and understanding of operations and maintenance of equipment.
    • Valid drivers licence.
    • Ability to converse orally and in writing in response to general public inquiries and reservation requests with the acceptance and confirmation offor backcountry huts bookings.
    • Experience (minimum two years within the last five years) in operating a snowmobile and have a valid snowmobile operator’s permit.
    • A demonstrated ability or experience in administering a reservation system throughout the whole year and the ability to accept payment.
    • Ability to deliver messages/information to groups in face-to-face situations with the purpose of education and engagement.
    • Ability to adapt in order to work effectively in ambiguous or changing situations, and with diverse individuals and groups
    • Ability to anticipate/meet public needs, resolve complaints, anticipate/detect incidents and find solutions
    • Experience in providing cleaning services (backcountry huts and warm-up shack) that would include sweeping, mopping, dusting
    • Ability to perform minor maintenance tasks (unclogging toilets and maintaining propane and wood stoves.)
    • Ability to lift and carry at least 50 pounds.
    • Experience in grounds keeping work, trimming, clearing trails, etc…
    • Must demonstrate capability to provide visitor reception and orientation with an acceptable level of demonstrated customer service to meet the Parks Canada requirement for Quality Visitor Experience, and all minimum measureable standards for this public service element.
    • Protect the resources of the Site from theft or vandalism.
    • Safeguard visitors from potentially hazardous situations.
    • Knowledge of how to apply health and safety procedures at a work site
    • Enhance the visitor’s experience in visiting the Site.
    • Willing and able to work: irregular hours, overtime, weekends and/or on statutory holidays, when required.
    • Must be willing to wear appropriate safety gear (protective clothing)
    • Be exposed to variable weather conditions.
    • Be exposed to noxious odours from groomer/snowmobile fumes.

    3. Governing contracting rules

    This procurement is subject to the Government Contracts Regulations, the Canadian Free Trade Agreement (CFTA) and the North American Free Trade Agreement (NAFTA).

    4. Period of proposed contract

    The proposed contract is for the period of February 19, 2019 to March 31, 2019 & , December 22, 2019 to March 31, 2020 with an option to extend for up to an additional three (3) one year periods.years.

    5. Reason for non-competitive award

    Gros Morne Cooperating association is the only known company in the park area that have qualified staff trained to operate and maintain the Bombardier and Kubota groomers. They are also the only known company that can meet all the specifications required in Section 3.

    Government Contract Regulations

    The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) "only one person is capable of performing the work."

    Suppliers, who consider themselves fully qualified and available to provide the services described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

    8. Closing date for submission of Statements of Capabilities

    The closing date and time for accepting statements of capabilities is February 18, 2019 at 2:00 p.m. NST.
