TSPS 1.2 Organizational Design and Classification Consultant(s)

Description of the Requirement:

Public Works and Government Services Canada (PWGSC)’s Human Resources Branch (HRB) requires “as and when” support services of two (2) Intermediate and two (2) Senior Organizational Design and Classification Consultants to: review organizations’ mandates, position job descriptions and classification rationales; work with stakeholders to propose updates and develop standardized products; also, to provide guidance and develop organizational model options and associated parameters.

PWGSC is reviewing organizational design and functional alignment in multiple areas across the department, encompassing both executive (EX) and non-EX structure. HRB, as the core human resources service provider within the department, is a key stakeholder in supporting these activities.

The EX Classification Unit supports the EX structure.

The Organizational Design and Classification Centre of Expertise (ODCCE) supports the non-EX structure.

The two (2) senior level consultant(s) supporting the EX Classification Unit will be required to work with PWGSC to develop or review and update all PWGSC EX job descriptions as well as prepare rationales for already-rendered classification decisions. This includes 15 Branches, 5 Regions and the Deputy Minister’s Office.

The two (2) intermediate level consultant(s) providing services to the ODCCE will be required to analyze organization mandates and workflow as well as work with PWGSC to complete the development of functional work streams and associated products, such as: standardized job descriptions, classification rationales, organizational models and parameters. The work will contribute to the preparation, clean-up and updates required for the Treasury Board Secretariat (TBS) Information Technology (IT) and Program Administration (PA) conversion initiatives.
