Description
This ACAN is for the provision of Blackfoot interpretation program development & traditional knowledge keeper’s engagement in the development of a new visitor centre in Waterton Lakes National Park.
An Advance Contract Award Notice (ACAN) is a public notice indicating to the supplier community that a department of agency intends to award a contract to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no other supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
1. Definition of Requirements for the Parks Canada Agency (PCA)
In the development of a new visitor centre in Waterton Lakes National Park, PCA requires:
1) Interpretation program development to create and present the Kainai First Nation, also known as the Blood Tribe and who are a representative member of the Blackfoot Confederacy, history and culture by working with the Kainai community to share their history and culture appropriately, respectfully, and authentically; and
2) Traditional knowledge keeper engagement of Blood Tribe Elders & knowledge keepers during the fabrication and installation of exhibits to ensure that each exhibit is consistent with the Blackfoot design intent and is authentically correct.
2. Criteria for Assessment of the Statement of Capabilities
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements.
Essential requirements:
M01. The supplier must represent the Blood Tribe.
M02. The supplier must be closely associated with Elders and knowledge keepers of the Blood Tribe.
M03. The supplier must provide knowledgeable and trusted Blood Tribe community coordinators, liaisons and researchers.
M04. The supplier must be cognizant of the Blood Tribe cultural protocol regarding Elders.
M05. The supplier must have knowledgeable coordinators and liaisons to facilitate and organize Elder engagement appropriately.
At its discretion, PCA reserves the right to request additional verifiable documentation be provided to support the knowledge and experience claimed within the statement of capabilities.

April 1st, 2019 to May 31st 2021
5. Justification for Pre-Identified Supplier
The Blood Tribe are the only known supplier that can create and present their history and culture appropriately, respectfully, and authentically and that can ensure that each exhibit is consistent with the Blackfoot design intent and is authentically correct.
6. Government Contract Regulations
The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) "only one person is capable of performing the work."

Suppliers, who consider themselves fully qualified and available to provide the services described herein, may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the essential requirements.
9. Closing Date and Time for Statement of Capabilities Submissions
The closing date and time for accepting statement of capabilities is February 28, 2019 at 14:00 MST.
