Set-aside under the Procurement Strategy for Aboriginal Business: This procurement is set-aside for an Aboriginal Supplier in accordance with the government's Procurement Strategy for Aboriginal Business (PSAB). Therefore, only suppliers who meet the definition of an Aboriginal business, as defined in the PSAB, may submit a bid.
Comprehensive Land Claim Agreement: This procurement is not subject to a Comprehensive Land Claims Agreement.
Security Requirements: This contract includes security requirements.
Nature of Requirements:
The following is a summary of the statement of work for this requirement.
The Correctional Service Canada has a requirement to provide Aboriginal Liaison Services to Aboriginal offenders in New Brunswick.
Objectives: Community Aboriginal liaison services shall be provided to clients referred by the Correctional Service of Canada (CSC) (ie. Federal and Provincial offenders who have applied for parole or who are under supervision by CSC).
Deliverables:
- Provide healing, spiritual and cultural teachings to New Brunswick First Nations offenders.
- Provide Personal Counselling with offenders - considered the core of the Elders' role in the community.
- Provide Teachings to offenders, specifically addressing a topic from a traditional perspective for an individual or group.
- Arrange or Conduct Ceremonies such as the sweat lodge ceremony, the pipe ceremony, naming ceremonies, the sweet grass ceremony and to lead in smudging when they participate in a discussion with individuals or groups in meetings.
- Acquire necessary supplies for above-mentioned ceremonies.
- Deliver Conflict Resolution mediation and clarifying issues as situations arise when called upon.
- Build Social Networks within the offenders’ host community to assist in the transition back to family and the community.
- Participate in CSC Community Re-integration meetings when applicable.
- Report on offender meetings as per requested by CSC.
- Assisting the Aboriginal Community Development Officer (ACDO) in section 84 process of the Corrections and Conditional Release Act (CCRA), http://laws-lois.justice.gc.ca/eng/acts/C-44.6/page-24.html#docCont. as required.
Term of Contract:
Period of the Contract: The Work is to be performed during the period of May 1st, 2019 to April 30th, 2020 with the option to renew for 1 (one) additional one-year periods.

The debriefing may be in writing, by telephone or in person.
