PROJECT TITLE:
Classification and organizational design services for EX and non-EX positions.
BACKGROUND
The Department of Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) is one of two recently established, distinct and complementary federal government organizations, the other being Indigenous Services Canada (ISC). Both are responsible for meeting the Government of Canada’s legal obligations and commitments to Aboriginal peoples (First Nations, Inuit and Métis), and for fulfilling the federal government’s constitutional responsibilities. Employees within the formerly named Department of Indigenous and Northern Affairs Canada (INAC) are in the process of being reassigned between the two newly formulated organizations. CIRNAC employees within Chief Finances Results and Delivery Officer Sector (CFRDOS) are served by the Business Management Unit (BMU) of CFRDO. BMU performs human resources management and oversees various aspects of employment, such as compliance with labor law and employment standards, classification of positions, staffing and recruitment.
OBJECTIVE
To obtain the services a Senior Staffing Consultant, to assist CFRDO Sector with Executive (EX) and non-Executive (Non-EX) organizational design and classification products.
SCOPE OF WORK
Provide operational classification services for EX and non-EX positions.
Tasks:
• Writing group work descriptions;
• design and establish organizational charts and structures;
• create new positions, review and update of existing positions;
• advise on reorganization undertakings;
Required services may also include:
• Perform an analysis of the organization, job activities and responsibilities by identifying organizational options and providing recommendations;
• Classification processes will need to be prepared and managed on behalf of management and/or project lead and may imply, among other things: performing analysis of job activities and group and level responsibilities, discussing organizational action plans with key HR and BMU representatives, developing work descriptions and organizational charts, creating substantiating documentation in support of the creation of positions and organizational charts, and any other supporting activities as determined;
• Discuss with management/project lead to clearly define the activities and responsibilities of specific functions and provide options;
• Provide advice and perform activities on conversion processes and redress mechanisms in the context of classification reform;
• Report on performance and monitor quality of results;
• Participate and attend meetings to gather information, contribute to the establishment of the organizational end-state, as well as make presentations when required;
- Prepare and input into various Human Resources reports, briefing notes, presentations and other required reports.
- Work collaboratively with BMU, Human Resources offices and Staffing Consultants within CIRNAC and in accordance with policies, frameworks, regulations and current classification standards.
