Laboratory services for drinking water and wastewater sample testing
This requirement is for The Correctional Service of Canada, nation wide.
Trade agreement: Canadian Free Trade Agreement (CFTA), World Trade Organisation-Agreement on Government Procurement (WTO-AGP), Canada Korea Trade Agreement (CKTA), North American Free Trade Agreement (NAFTA), Canada free trade agreements with Chile/Colombia/Honduras/Panama, Canada-Peru Free Trade Agreement, Canada-European Union Comprehensive Economic and Trade Agreement (CETA), Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP).
Tendering procedures: All interested suppliers may submit a bid.
Competitive Procurement Strategy: lowest priced compliant bid.
Set-aside under the Procurement Strategy for Aboriginal Business: This procurement is not subject to any set-asides for Aboriginal Suppliers.
Comprehensive Land Claim Agreement: This procurement is not subject to a Comprehensive Land Claims Agreement.
Security Requirements: This contract does not include security requirements.
Nature of Requirements:
The following is a summary of the statement of work for this requirement.
The Correctional Service Canada has a requirement to test the chemical / physical, and microbiological analysis of drinking water and wastewater.
Objectives: Correctional Service Canada requires the provision of commercial testing laboratory services to evaluate the Drinking Water and Wastewater quality of Correctional Institutions across Canada, as listed in Appendix I to Annex A by the five (5) Regions: Atlantic (New Brunswick and Nova Scotia), Quebec, Ontario, Prairie (Manitoba, Saskatchewan, and Alberta), and Pacific (British Columbia). There are four types of Services for the testing of Analysis Parameters as detailed in Appendix II to Annex A, Service Packages and Analysis Parameters. The estimated annual utilization for these services per Institution is detailed in Appendix III to Annex A. These Services are:
Service 1A – Drinking Water Microbiological
Service 1B – Drinking Water Chemical-Physical
Service 1C – Wastewater Microbiological
Service 1D – Wastewater Chemical-Physical
Deliverables:
- Store samples upon receipt in accordance with the analytical method for the analysis requested.
- Perform the requested analysis within the turnaround time detailed at Section 6.3, and using accredited methods.
- Use units of CFU/100mL for Microbiological analysis and reporting (Service 1A and 1C);
- Perform Service 1B, Drinking Water Chemical/Physical with detection limits below the parameter guideline listed in the most recent version of the Guidelines for Canadian Drinking Water Quality;
- Upload the Results Report within the turnaround time and format detailed at Section 6.3;
- Provide a Certificate of Analysis when requested.
Term of Standing Offer:
Period of the Standing Offer: The Work is to be performed during the period of the issuance of the Standing Offer to three (3) years later with the option to renew for two (2) additional one-year periods.

The debriefing may be in writing, by telephone or in person.
