    REQUIREMENT

    WORK DESCRIPTION

    Parks Canada intends to engage a general contractor to implement of the Manoir Papineau conservation project.

    The contract is divided into 2 distinct projects: the Manoir Papineau and the Granary located on the National Historic Site of the Manoir Papineau at 500, Notre-Dame Street, Montebello, Quebec, J0V1L0. It is managed by Parks Canada and has the Federal Heritage Building status as it was declared by the Ministry of Culture and Communications; it is located in a heritage site.

    For the Manoir Papineau, the works covered are:

    But not limited to, the actual works aim to achieve major rebuilding works rehabilitating the masonry on walls and fronts, dismantling and reassembling a masonry bearing wall roughly squared, adjusting openings and fabricating a new door leaf and window, drainage work and painting.

    Work of the present contract a location but is not limited to:

    1. Restoration (rubble stone) of identified fronts to the plans;
    2. Replacement of the main body’s roofs on the Manoir and of the square tower (Library);
    3. Restoration of all the openings (windows and doors) and all the exterior trims associated with it;
    4. Stripping existing tinted coatings and applying a new coating;
    5. Specific restoration activities on the existing roofs of both turrets in rear elevations;
    6. Restoration of existing wood sidings, porches and other wood elements forming the Manoir;
    7. Works in the openings and building a new leaf as well as a new hatch for the basement;
    8. Finishing indoor woodwork on every floor;
    9. Minor works on the floors’ wood plies, patching works and refinish interior finishes on the ground floor and first floor.
    10. The replacement of the oil tank by a new propane installation to heat the Manoir. The system should be operational by September 15th 2019.

    For the Granary, Work covered is:

    But not limited to, the actual works aim to achieve major rebuilding works rehabilitating the masonry on walls and fronts, dismantling and reassembling a masonry bearing wall roughly squared, adjusting openings and fabricating a new door leaf and window, drainage work and painting.

    Work object of the present contract includes but is not limited to:

    .1 Masonry restoration (brick and rubble stone) of identified fronts to the plans;

    .2 Works in the openings and building a new leaf as well as a new hatch for the basement.

    To assist with bonding and insurance requirements, this project is estimated at a value between $1,000,001 > $5,000,000, Taxes extra.

    Period of Contract / DELIVERY DATE

    Contractor shall perform and complete the Work no later than July 17, 2020.

    MANDATORY CRITERIA

    Bidders must demonstrate with their bid that they meet the mandatory requirements. Refer to Appendix 2 for details

    SECURITY REQUIREMENT

    There is a security requirement associated with this bid solicitation.

    New personnel security clearance requests will require mandatory fingerprints to initiate the criminal record check. The validity of an existing personnel security clearance issued by the Government of Canada is not affected by the change in the criminal record check process. Applicants who require a personnel security clearance are responsible for all costs associated with fingerprinting.

    OPTIONAL SITE VISIT

    It is recommended that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at Fairmont Château Montebello

    392 Rue Notre-Dame, Montebello, Québec, J0V 1L0 on May 9, 2019. The site visit will begin at 1:00PM.

    Bidders are requested to communicate with the Contracting Authority no later than May 7, 2019 to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders may be requested to sign an attendance sheet. Bidders who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.

    ENQUIRIES

    All inquiries of a technical and contractual nature are to be submitted to the Contracting Authority.

    Enquiries regarding this bid must be submitted in writing and should be received no later than five (5) business/calendar days prior to the date set for solicitation closing to allow sufficient time to provide a response. Enquiries received after that time may result in an answer NOT being provided.

    INFORMATION:

    National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.

    Bidders that consider themselves qualified to provide this Work and intend to submit bids on this project should obtain documents from the Government Electronic Tendering Service through the Government of Canada tendering service at www.buyandsell.gc.ca/tenders . Addenda, when issued, will be available from the Government of Canada tendering service. Bidders that elect to base their bids on documents obtained from other sources do so at their own risk. Late submissions will not be considered.

    The Crown retains the right to negotiate with suppliers on any procurement.
    Documents may be submitted in either official language of Canada.
