OAT BARLEY YELLOW DWARF VIRUS TOLERANCE EVALUATIONS - Brandon
This Advance Contract Award Notice (ACAN) is a public notice indicating to the supplier community that Agriculture and Agri-Food Canada intends to award a service contract to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a Statement of Capabilities. If no supplier submits, a Statement of Capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in this ACAN, the Contracting Officer may then proceed with the award to the pre-identified supplier.
REQUIREMENT:
Agriculture & Agri-Food (AAFC) desires to develop milling quality oat cultivars suitable for production in Canada. In order for a cultivar to be registered for production in Canada by the Canadian Food Inspection Agency, there are several criteria that must be met. One of these criteria is tolerance to a disease listed as Priority 1 by the Prairie Recommending Committee on Oat and Barley (PRCOB), Barley Yellow Dwarf. Barley Yellow Dwarf is caused by the barley yellow dwarf virus, and is transmitted from plant to plant only by aphids feeding on infected plants and then on healthy plants.
To identify oat lines with tolerance to the BYD virus, evaluations under high viruliferous aphid feeding pressure must be carried out. Breeding lines with performance characteristics meeting or exceeding relevant check varieties need to be identified. The supplier must be able to plant the lines, manage the nursery during growth, grow viruliferous aphids, and apply them to test lines, correctly identify the disease symptoms, be able to evaluate and interpret the incidence of the disease, and provide accurate ratings for oat line responses.
These ratings will be utilized by AAFC to obtain recommendation for registration from the Prairie Recommending Committee on Oat and Barley (PRCOB).
SCOPE OF WORK / DELIVERABLES:
- Rear aphids, allowing them to feed on BYDV-PAV infected barley plants, following accepted published methods.
- Appropriately plant and manage the oat breeding lines received in packages from the AAFC science authority, ready for planting, in 2 or 3 replications.
- Inoculate the oat plants at the appropriate growth stage with the viruliferous aphids, following approved methods.
- Evaluate the oat plants at the appropriate growth stage for reaction to BYDV, following approved methods.
- Record the ratings electronically in the file provided by the AAFC Science authority and return that information within 30 days, and no later than November 30th.
- No seed will be harvested from the oat plants, and the plants will be destroyed following data collection.
Infestation, testing and provision of BYDV tolerance scores is required for up to 210 oat lines.
AAFC will receive ratings for oat breeding line reactions/tolerance to BYD virus, which can be utilized to make decisions to advance lines within the oat breeding program and to support recommendations for registration for commercial production in Canada, per requirements of CFIA.
CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES:
Any interested supplier must demonstrate by way of a Statement of Capabilities that they have
the expertise and facilities to produce the BYDV reaction data for oat breeding lines.
CONTRACT PERIOD:
Upon Contract Award to March 31, 2020, with four (4), one (1) year options to extend.
ESTIMATED VALUE: $8,250.00 CDN total (including GST)

SOLE SOURCE JUSTIFICATION:
The work required to evaluate oat breeding lines for reaction to Barley Yellow Dwarf Virus (BYDV) is extremely specialized. The University of Illinois is the only known supplier in North America that are able to appropriately rear and provide reliable viruliferous aphid infestations, and then expertly evaluate tolerance of oat breeding lines to BYDV in Oat. The identified institution is capable of producing reliable, consistent BYDV tolerance ratings.
Government Contracts Regulations Exception and Limited Tendering Reason:
Section 6 (d) has been invoked for this procurement as only one supplier (person/firm) is capable of performing the Contract.
Where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists.
STATEMENT OF CAPABILITIES CLOSING DATE AND TIME:
The closing date and time for acceptance of Statement of Capabilities is May 31, 2019, at 2:00 pm CST.
Suppliers who consider themselves fully qualified and available to provide the services described herein, may submit a Statement of Capabilities in writing to the contact person identified in this notice, on or before the closing date of this notice. The Statement of Capabilities must clearly demonstrate how the supplier meets the advertised requirements.
ACAN NOTICE:
You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the Contracting Authority.
An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a "Statement of Capabilities" that meets the requirements set out in the ACAN, the Contracting Authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the Contracting Authority will proceed to a full tendering process.

The solicitation Number, Name of Contracting Authority and closing date of the ACAN must appear within your Statement of Capabilities in block letters.
The Crown retains the right to negotiate with suppliers on any procurement.
