Background
The Chief Electoral Officer of Canada (“CEOC”), an agent of Parliament, exercises general direction and supervision over the conduct of elections and referendums at the federal level. The CEOC heads the Office of the Chief Electoral Officer, commonly known as Elections Canada.
Elections Canada requires the delivery, installation, training and maintenance of a letter opener and extractor equipment as part of the mail management of the special ballots received at the Elections Canada’s distribution centre in the National Capital Region.
Requirement
The letter opener and extractor equipment is intended to be used mainly when there is an Electoral Event, at which time Elections Canada has to process a large quantity of special ballots in a short period of time.
Specifically, the objective of the letter opener and extractor is to:
- cut the return envelope without damaging its content; and
- extract and separate the outer envelope contained inside to allow processing.
