Description: The Royal Canadian Mounted Police in Morinville, Alberta, has a requirement for the Supply and Delivery of seasonal Grounds Maintenance Services and Snow Clearing and Snow Removal Services at the Morinville RCMP Detachment.

Delivery Date: The proposed period of the contract is a twenty-four (24) month period from the Contract Start Date, covering the actual work to be performed for Grounds Maintenance Services and/or the Snow Clearing and Removal Services. The Grounds Maintenance Service Contract is required for six (6) months each year from May 1st through to October 31st. The Snow Clearing and Removal Service Contract is required for six (6) months each year from November 1st through to April 30th.
In the event the Contract Start Date commences after the first month of either service season, the contract period will be changed to reflect the time frame. This will be defined by the Contracting Authority, resulting in a contract period of less than twenty-four (24) months.
If the Contract Start Date would commence with less than half of a normal six (6) month service season, the Contract period will be revised to commence the first month of the following service season, resulting in a twenty-four (24) month contract period.
The anticipated start date is August 1, 2019, if feasible.
Security: Public Site Access, Facility Access 1 clearance (FA-1 Public Access Zone, No-Escort Required) for trades work (Exterior work – Landscaping, Snow Clearing and Removal), as verified by the Personal Security Unit (PSU) of the Royal Canadian Mounted Police (RCMP).
Evaluation Procedures: Bids will be assessed in accordance with the entire requirement of the bid solicitation including the technical and financial evaluation criteria. An evaluation team composed of representatives of Canada will evaluate the bids.
The price of the bid will be evaluated in Canadian dollars, Applicable Taxes excluded, DDP Delivered Duty Paid, Canadian customs duties and excise taxes included.
Optional Site Visit: Wednesday, July 3, 2019, at 01:00 p.m. Mountain Daylight Time (M.D.T.).
Basis of selection: A bid must comply with all requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.
Requirements are in accordance with the Statements of Work in Annex A, and the Mandatory Technical Criteria detailed in the Annex B, of the Invitation to Tender (ITT) document.
Bid Receiving: Ensure that the Bidder's name, return address, the bid solicitation number, and bid solicitation closing date and time are clearly visible on the envelope or the parcel(s) containing the bid.
