Description
The Canadian Food Inspection Agency (CFIA) has a requirement for a Contractor to provide repair and maintenance services on autoclaves and cage washers in its high containment biological laboratories, on an as-and-when required basis. The purpose of this Advance Contract Award Notice (ACAN) is to signal the government's intention to award a contract for these services to B&B Biomedical Inc., 3067 Analea Drive, Gloucester, Ontario, K1T 3X1, Canada. Before awarding a contract, however, the government would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the 15 calendar day posting period.
If other potential suppliers submit a statement of capabilities during the 15 calendar day posting period that meet the requirements set out in the ACAN, the government will proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.
If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the pre-selected supplier.
Background
The CFIA Ottawa Laboratory Fallowfield (OLF) campus has autoclaves and cage washers inside their high biological containment laboratories. These instruments are located in biological containment level 3 laboratories and in open work areas where physical separation from unprocessed waste may not be possible. The CFIA requires a Contractor to provide repair and maintenance services on these autoclaves and cage washers in its high containment biological laboratories, on an as-and-when required basis and within a 24- hour turnaround timeframe. The required services must be conducted while the laboratories are in a hot or active state. Optional services are included in the resulting contract for the provision of the same services at CFIA laboratories across Canada.
The proposed contract is for a period of one (1) year from August 12th, 2019 to August 11th, 2020 with an irrevocable option on the part of Canada to extend the period by up four (4) one-year periods. CFIA reserves the right to exercise options non-consecutively and is under no obligation to exercise any option.
The estimated value of the contract, including the option periods, is up to $110,654.50 (excluding taxes). Any optional services will be an additional value to the resulting contract.
Minimum Essential Requirements
Any interested supplier must demonstrate a minimum of three (3) years in the past five (5) years’ experience on the following:
- Repair and maintenance services to old autoclaves that are no longer under warranty from several different manufacturers in accordance with the standards of the most up-to-date operating procedures set-forth by the original equipment manufacturer (OEM) throughout the duration of the Contract;
- Providing service and repairs on autoclaves 24 hours a day, 7 days a week;
- Providing unlimited emergency 24 hour turnaround service including suit-up and repair;
- Manufacturing autoclave and animal cage washer parts when they are no longer shelf-available;
- Installing manufactured or new autoclave and animal cage washer parts;
- Being medically monitored which includes but not limited to the following tests:
- Baseline tuberculosis skin test;
- Baseline Brucella antibody;
- Pre-exposure Rabies immunization ; and
- Proof that the Contractor is “Fit to Work” will be required by the technical authority via a statement from a certified healthcare professional.
- Servicing and manufacturing parts for autoclaves on a least five different autoclaves OEMs and animal cage washers.
- Conducting services in a level 3 high containment laboratory that are in a hot and active state.
Justification for the Pre-Selected Supplier
B&B Biomedical is the only known supplier that can provide the services that meets the minimum essential requirements.
The following exception to the Government Contracts Regulations is invoked for this procurement under Part 1 subsection 6(d) - "only one person is capable of performing the work".
Submission of Statement of Capabilities
Suppliers who consider themselves fully qualified and available to meet the specified requirements may submit a statement of capabilities, in writing, to the Contracting Authority identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
The closing date and time for accepting statements of capabilities is July 12, 2019 at 2pm Eastern Standard Time.
