    Spectrometer - Preventative Maintenance – Morden, MB

    REQUIREMENT:

    The Morden Research Centre in Morden, MB requires preventative maintenance for a Linear Quadrupole Ion Trap Mass Spectrometer (LTQ), acquired in 2006 as well as the EASY-nLC# 1000, acquired in 2014.

    Agriculture & Agri-Food Canada requires a 3 year preventative maintenance contract for servicing of the Linear Quadrupole Ion Trap Mass Spectrometer (LTQ) and the EASY-nLC# 1000 to include:

    1.  Unlimited number of demand on-site service visits with a maximum 72h response, including labour and travel costs. Once completed to the satisfaction of the supervising scientists, a document detailing the service call is signed by both parties.
    2. Priority status for phoned-in technical support inquiries, response within 2h.
    3. One annual scheduled preventative maintenance visit. This is generally completed at the end of the contract, and once completed to the satisfaction of the supervising scientists, a document detailing the maintenance visit is signed by both parties.
    4. Coverage extends to ThermoFisher-supplied computer hardware and software updates.
    5. Factory-certified replacement parts are included.
    6. Access to available on-line support resources.

      CONTRACT PERIOD:

      The contract will be for a 3 years, start date of August 2019 to July 2022

    SOLE SOURCE JUSTIFICATION:

    Thermo Fisher Scientific owns the design of this equipment. There is no other company that can provide parts, training, service or repairs because the architecture and technology belong to Thermo Fisher Scientific. Since Thermo Fisher is the original manufacturer of this equipment, they are the only company that have trained service engineers that are qualified to do the trouble shooting and repairs on their technology should something break down.

    ACAN NOTICE:

    You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the Contracting Authority.

    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the Contracting Authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the Contracting Authority will proceed to a full tendering process.

    Inquiries on Submission of Statement of Capabilities

    Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing, either via letter, facsimile or Email to the contact person identified in this Notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

    The Solicitation Number, Name of Contracting Authority and closing date of the ACAN must appear within your Statement of Capabilities in block letters.

    The Crown retains the right to negotiate with suppliers on any procurement.
