    Description

    The Canadian Grain Commission (CGC) Grain Research Laboratory (GRL) has a requirement for the provision of annual preventative maintenance for its ThermoFisher Scientific Liquid Chromatograph–Mass Spectrometer Q Exactive system, which includes the Ultimate 3000 Liquid Chromatograph Pump and Autosampler, and Q-Exactive Mass Spectrometer, in Winnipeg Manitoba.

    The purpose of this Advance Contract Award Notice (ACAN) is to indicate the government's intention to award a contract for Preventative Maintenance services to ThermoFisher Scientific (Mississauga) Inc., 4-2845 Argentia Rd, Mississauga, ON, L5N 8G6, Canada. Before awarding a contract, however, the government would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the 15-calendar day posting period.

    If other potential suppliers submit a statement of capabilities during the 15 calendar day posting period that meet the requirements set out in the ACAN, the government will proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.

    If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the pre-selected supplier.

    Background

    The CGC’s Grain Research Laboratory (GRL) is responsible for ensuring food quality and safety. The trace organics and trace elements (TOTE) section of the GRL performs testing and analysis for pesticides, mycotoxins, and trace elements in cereals, lentils and oilseeds. Liquid chromatography mass spectrometry systems are essential for performing analyses of concentrations of pesticides and mycotoxins in agricultural commodities, and demonstrate if concentrations are below maximum residue limits. TOTE monitors concentrations of pesticides and mycotoxins in agricultural crops from the farms and in transportation, and performs special research projects. 

    The proposed contract is for a period of three (3) years, from August 31, 2019 to August 30, 2022 with an irrevocable option on the part of Canada to extend the period by up to two (2) additional one (1) year periods. The CGC reserves the right to exercise options non-consecutively and is under no obligation to exercise any option. Optional services are included in the resulting contract for the provision of the same services, for annual preventative maintenance of the ThermoFisher Scientific Liquid Chromatograph–Mass Spectrometer Q Exactive instrument including the Ultimate 3000 Liquid Chromatograph Pump and Autosampler and Q-Exactive Mass Spectrometer.

    The maximum estimated value of the contract, including the option periods, is $179,368.82 (excluding GST).

    Minimum Essential Requirements

    Any interested supplier must demonstrate by way of a statement of capabilities that it meets or exceeds the following requirements:

    • Provide annual preventative maintenance (PM), once per year (preventative maintenance including factory-certified parts and preventative maintenance kit) for each of the Ultimate 3000 liquid chromatograph pump, autosampler, thermostatted column controller, Q-Exactive Mass Spectrometer, and computer hardware and software used to run the analytical equipment.
    • Provide a trained field service representative that is certified and authorized to provide on-site service and preventative maintenance on Ultimate 3000 liquid chromatographs and Q Exactive Mass Spectrometers;
    • Provide original equipment manufacturer (OEM) certified replacement parts (new parts only) and consumables according to the defined maintenance procedures.
    • Provide one emergency service visit per year. This should include travel, all new OEM parts and labour.
    • Provide unlimited support for maintenance, operation, and troubleshooting of the instruments, over the phone, by email, or through e-support during regular business hours (Monday to Friday, 8:30am to 4:30pm), as requested.

    Justification for the Pre-Selected Supplier

    ThermoFisher Scientific is the only known supplier that can provide the services that meets the essential requirements.

    The following exception to the Government Contracts Regulations is invoked for this procurement under Part 1 subsection 6(d) - "only one person is capable of performing the work".

    Submission of Statement of Capabilities

    Suppliers who consider themselves fully qualified and available to meet the specified requirements may submit a statement of capabilities, in writing, to the Contracting Authority identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

    The closing date and time for accepting statements of capabilities is August 19, 2019 at 12pm Central Daylight Time.
