Description of Work:
The Department of Foreign Affairs Trade and Development (DFATD) has identified a requirement for four (4) Business Analysts and one (1) Project Management Leader to conduct a review aligned with DFATD’s strategic plan under the Clerk of the Privy Council’s Beyond 2020 initiative. DFATD’s overall objective is to identify options to make it a high performing organization, focusing on steps which could make it more agile, inclusive and equipped.
The Resources will conduct a thorough review of the Branch’s operations including but not limited to its business process, organizational structures, management and culture. The review will include consideration of data from a variety of sources such as review of standard procedures, documentation on processes, as well as interviews, surveys or other consultations with branch staff and with its external clients, partners and stakeholders (including those located at Canada’s missions abroad or in other federal government institutions).
The Resources will also consider the examples of other similar government or public sector public affairs units to identify potential options for improvement or practicable best-practices.
The Resources will consider practicable avenues for technological improvements for which there is a strong evidence-base of effectiveness in communications or public affairs activities.
Resources will also support communications with Branch employees and managers on progress throughout the duration of the contract.
The Resources will provide concrete actionable recommendations to the Assistant Deputy Minister on the branch’s operations including business processes and organization. These recommendations will be evidence-based and informed by the resources’ expertise and experience.
The period of the Contract is from the date of Contract award to December 31, 2019.
