INVITATION TO SUBMIT AN EXPRESSION OF INTEREST (EOI)
AS TO THE AVAILABILITY OF SPACE FOR LEASE
IN THE CITY OF BURNABY OR THE CITY OF NEW WESTMINSTER, BC

Public Works and Government Services Canada (PWGSC) is asking interested parties to provide information for a potential lease of space that meets the following criteria:
Section A: Lease Components
- a lease term of approximately five (5) years, commencing on or about March 1, 2020, plus option(s) to extend the lease for one (1) additional period(s) of three (3) year(s) each;
- approximately 180 usable square metres (um2) of contiguous office space, 1,180 um2 of contiguous warehouse space, approximately 1,230 um2 of secured contiguous storage space (indoor our outdoors), together with five (5) reserved parking spaces;
- the proposed space must be available approximately eight (8) weeks prior to the above-noted lease commencement date so all space(s) may be prepared for occupancy;
- the proposed space should satisfy or be capable of satisfying the following criteria:
- Warehouse Area:
- a minimum unobstructed ceiling height of 22' (6.71 meters) throughout measured from the top of the finished floor to the underside of the lowest obstruction of the ceiling, including HVAC, electrical and sprinklers;
- an electrical supply panel of 600v, 3-phase, 200 amp;
- a live load of not less than 7.2 KPa through-out (150 lbs psf); and
- one man door for pedestrian access adjacent to the loading area;
- Compound Area (Compound Area may be indoor storage, or secured outdoor storage):
- a minimum of one (1) available route to access city highways from the compound for transport of escorted oversized structures measuring a maximum of 16' (5 meters) wide by 60' (18 meters) long;
- access into the compound and to the overhead door(s) shall allow for semi-tractor/trailer combinations 70' (21.3 metres) to pull up to and into the overhead door(s);
- one of the overhead door is to be located in the Compound Area
18' (5.49 metres) wide by 16' (4.88 metres) high;
- if not secured indoors, be completely enclosed by a galvanized, 9 gauge chain link fence at a height of 7.87' (2.4 metres) topped with 3-tiered barbed wire at a 45 degree angle outward, and contain two double, swing or sliding type galvanized mesh gate(s) minimum is one gate 16' (4.88 metres) total width and with padlock capabilities) to facilitate access (one at either end of the compound). Each gate section must have an attached wheel at the non-post end sufficient in size to carry the weight of the gate and facilitate ease of opening of the gates. The maximum allowable clearance from lot surface to underside of the gate and fence is 1.58' (0.5 metres);
- a paved surface, or alternately a surface comprised of a minimum of ½" – ¾" crushed rock, with the capacity to allow access for highway tractor-trailer units and forklifts, and for the long-term storage of seacans and vehicles, without disturbing the outdoor compound bed;
- adequate drainage of the lot in order to reduce standing water;
- compliant with the Canadian Occupational Health and safety regulations for loading platforms where packages and containers are loaded or unloaded with a minimum of 150 lux level of even lighting throughout the compound; and
- a minimum of three (3) exterior wall electrical receptacles spaced evenly across the compound wall, in adherence to the most stringent electrical code. One (1) receptacle must be a 220 Volt receptacle and the other two (2) receptacles must be 120 Volt receptacles;
- be able to park two (2) large trucks 18' (5.49 metres), one (1) 16' (5 meters) cube truck, one (1) 16' (5 meters) closed cargo utility trailer and one (1) 26' (7.92 metres) flat trailer.
- Loading dock and grade access:
- A minimum of one (1) overhead door with grade access, and a minimum opening of 16' wide by 17' high (4.88 metres by 5.18 metres) with a minimal outside turning radius of 34.5' (10.52 metres) and inside turning radius of 17.5' (5.55 metres); and
- A minimum of one (1) standard height overhead dock door, with a minimum opening of 8' wide by 8' high (2.44 metres by 2.44 metres).
- Office and Warehouse spaces shall be contiguous, such that the proposed space shall consist of one floor at a main entrance level. The configuration of the office space shall allow a view to the warehouse area.
All space shall be internally accessible without having to exit the proposed space, save and except in the event that common corridors are present solely required in accordance with the National Fire Code of Canada or any other laws, acts, regulations, and codes whether federal, provincial, territorial, municipal or regional, including, but not limited to, the National Building Code of Canada;
- The proposed space shall provide access to basic utilities such as telecommunications, water, sewer, gas and electricity;
- the building in which the space is to be located must be located:
- within the City of Burnaby or the City of New West Minister;
- equal to or less than 3280.84' (1000 metres) Walking Distance of Expo and millennium line skytrain Transit Station.
- the proposed space must be located in the City of Burnaby and the City of New West Minister and within the following boundaries (the geographical boundaries include sites on either side of the roads):
North: East Hastings Street
South: the Fraser River
East: North Road/E Columbia Street
West: Boundary Road
- on or before the lease commencement date, the proposed space will have to comply with all requirements contained in PWGSC’s Standards for Leased Accommodation, a copy of which may be obtained from the contact listed in Section F;
Note: PWGSC may wish to visit or inspect the proposed space upon reasonable notice and a threat and risk assessment may be undertaken in order to assess potential threats to the security of the proposed space and to the public.

Section C: Responses Requested by
As this may be the only invitation to submit an Expression of Interest for this potential lease project, owners/agents/mandatories should provide their response by (October/10/2019). Any response received after this date may not be considered.
Section D: Information Provided by Interested Parties or Agents of Interested Parties
Information provided by interested parties or agents of interested parties should include the file number, the location and municipal address of the building, current zoning, specific location of space within the building, measured area of space, architectural drawings identifying the proposed space with washrooms, exits and other design elements, private/public parking facilities, and details addressing the criteria listed above in Section A. Agents submitting a response to this EOI must provide PWGSC with a letter authorizing them to do so.
Section E: Security Requirement
If this EOI results in a future tender process, the building owners of the proposed spaces will have to hold a valid security clearance at the “Reliability” level, approved and granted by the Canadian Industrial Security Directorate (CISD) of PWGSC prior to award. All parties interested in this potential lease project are advised to obtain this security clearance level in advance. Information regarding security clearance can be obtained on the website of the CISD/ PWGSC at http://ssi-iss.tpsgc-pwgsc.gc.ca. Section H: Not a Solicitation Process
Note that this is not a tender process, nor a request for proposal, but only an inquiry as to the availability of space to lease. PWGSC will not necessarily invite offers, or lease any space, and may not post any future ads related to this request. The information provided through this EOI may be included in a source list of available space and PWGSC may issue an invitation to tender for other leasing requirements based on this information, or based on any other information which may come to its attention prior to an issuance of an invitation to tender; or it may invite offers by way of public tender. PWGSC reserves the right to proceed with an Invitation to Offer to Lease by inviting only parties deemed to most effectively meet specific operational, security and public safety requirements.
