ADVANCE PROCUREMENT NOTICE ,WAINWRIGHT GARRISON JANITORIAL SERVICES, WAINWRIGHT, ALBERTA (WITH SECURITY REQUIREMENTS)

Purpose of this Advance Procurement Notice

This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.

Description of the Project

The 3 Canadian Division Support Group (3 CDSG) Wainwright Garrison currently operates on a model through which select buildings are cleaned by public service staff supplemented by an external contractor who provides janitorial services to the remainder of the base.

Description of the Services

The services for this project may include, but not limited to the following:

1. Janitorial cleaning services (internal and external elements), general housekeeping services including medical and child care facility cleaning services;
2. Sufficient staff and supervision for designated buildings;
3. Snow removal of sidewalks and entrances;
4. Cleaning areas may include but not limited to entrances, and lobbies; office areas, coffee stations and lunch rooms; washrooms, locker rooms and shower stalls

   The approximate estimated cost for this project is $2,550,000.00 over three year with the potential to have two, two-year extensions and an increase in value of up to $3,400,000.00. The total potential opportunity is in the order of $5,950,000.00.

   It is anticipated that this procurement will be initiated in March 2020. This is conditional on the project receiving approval to proceed by the DND.

   Security Requirements

   Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

   Sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

   Process

   Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Contractors are asked to submit their request prior to December 10, 2019 quoting the following information:

• Contract number: Janitorial2020; and
• Level of clearance requested to be sponsored for.
