Comprehensive Land Claim Agreement:
This procurement is not subject to a Comprehensive Land Claims Agreement.

Nature of Requirements:
The following is a summary of the statement of work for this requirement.
The Correctional Service of Canada has a requirement to provide third party certification in First Aid, Cardiopulmonary resuscitation (CPR) Adult and Automated External Defibrillator (AED) training to groups of offenders at the various institutions in the Prairie Region listed in the Annex A – Statement of Work.
Objectives: To provide third party certification in First Aid training to groups of offenders at various institutions in the Prairie Region.
This process may result in the award of up to a maximum of six (6) Standing Offers, one (1) per each stream, as listed below:
STREAM 1: Bowden Institution, Drumheller Institution
STREAM 2: Edmonton Institution for Women, Edmonton Institution, Grierson Institution, Community Industries, Pê Sâkâstêw Centre
STREAM 3: Grande Cache Institution
STREAM 4: Saskatchewan Penitentiary, Willow Cree Healing Lodge, Regional Psychiatric Centre, Community Industries
STREAM 5: Okimaw Ohci Healing Lodge, Oskana Centre
STREAM 6: Stony Mountain Institution, Osborne Centre
Bidders can bid on one or on multiple streams. However, they must provide services at all of the institution(s) listed within the identified stream.
Deliverables:
For each course, the Contractor must provide:
- Sufficient resources (instructors) to facilitate First Aid, CPR Adult and AED for each location for which the Contractor must provide services.
- Training materials, written, practical exercises and testing as required for the completion of the applicable course;
- All necessary materials including, but not limited to: manuals, handouts, materials, Personal Protective Equipment (PPE) and any other necessary equipment;
- A copy of the participants manual to the Project Authority, if requested, in advance of schedule course;
- Delivery of all materials/equipment to the location prior to the start of the course (materials/equipment will be stored on site at the location during the course);
- A list of successful participants to the Designated Manager;
- Hard copy of certificates for successful participants within 21 days of course completion, delivered to the Designated Manager (can be delivered by email or mail); and,
- To the Project Authority and the Contracting Authority, the dates of training, the location of training and number of participants within 21 days of completion of each course.

Period of the Contract: The Work is to be performed during the period of Standing Offer award to February 15, 2021 with the option to renew for two (2) additional one-year periods.

Given the nature of the requirements, proposals submitted by such means as facsimile or electronic mail will not be accepted.
After contract award, bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within fifteen (15) working days of receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
