    Description

The Department of National Defence, specifically the Marine Security Operations Centre (MSOC), has a requirement for a training consultant to develop the MSOC Operator & Intelligence Analyst curriculum, including an MSOC introductory course for new regional personnel and Capability Management Organization (CMO) members. The objective of this requirement is to establish a professional services contract to develop a curriculum for MSOC-specific maritime security and intelligence training for all analysts and operators working in the three MSOCs located on both coasts and the Great Lakes region. The consultant would work out of NCR offices for an initial period of 16-months, with an option for an additional one (1)-year option period.

There are security requirements associated with this requirement. For additional information, consult Part 6 - Security, Financial and Other Requirements and Resulting Contract Clauses. For more information on personnel and organization security screening or security clauses, bidders should refer to the Industrial Security Program (ISP) of Public Works and Government Services Canada (http://ssi-iss.tpsgc-pwgsc.gc.ca/index-eng.html) website.

There is an optional site visit associated with this requirement. Consult Part 2 – Bidder Instructions.

For services requirements, Bidders must provide the required information as detailed in article 2.3 of Part 2 of the bid solicitation, in order to comply with Treasury Board policies and directives on contracts awarded to former public servants.

The requirement is limited to Canadian goods and/or services.
