    Description

    The Department of Canadian Heritage (PCH) would like to select a qualified research team to complete a longitudinal impact study of its Official Languages Support Programs (OLSPs). The study will cover a period of thirty years, from 1988 to 2018. The overhaul of the Official Languages Act (OLA) in 1988 led to substantial investments in the promotion of English and French as Canada’s official languages, and the vitality of official language minority communities (OLMCs).

    The OLSPs represent the most significant federal investment in the area of official languages. PCH administers the various components of these programs, for which funding is allocated to all provincial and territorial governments and a large number of community organizations.

    The impact study must be completed by a qualified team (hereinafter called the “Contractor”) that has demonstrated a good understanding of Canada’s official languages’ sociopolitical landscape and the evaluation of public policies and programs. The Contractor shall identify, qualitatively and quantitatively, the impact of the OLSPs on individuals, recipient organizations, official language (minority or majority) communities and Canadian society, and on the basis of the economic, sociocultural and public policy objectives that sought through their implementation.
