Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors and sub-trades an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
This project includes construction of a new Trainee Quarters at Canadian Forces Base (CFB Borden), Borden, Ontario. This new 5 storey building will have a gross floor area of approximately 168,000SF. The facility will include sleep and accommodation areas with various suite styles and layouts, lounge areas, boardrooms, heated storage space, and laundry facilities. Construction of the facility will also include contaminated site, civil, and municipal utilities works. LEED Silver standards will apply to the construction.
Description of the Services
Services to be procured in support of this project include Construction of the facility and supporting infrastructure, site-works, and commissioning.
Overall, the project value is estimated at $41,500,000.00. The tender is expected to be advertised in the summer of 2020, using a stipulated sum/low bid format. This is conditional on the project receiving approval to proceed by the DND.
Security Requirements
Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Services and Procurement Canada (PSPC).
Sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Services and Procurement Canada (PSPC).
Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Contractors are asked to submit their request prior to January 27, 2020 quoting the following information:
- Contract number HQ1554CO; and
- Level of clearance requested to be sponsored for.
